ARF SUGGESTS TO ESTABLISH NEW INSTITUTIONS

Some
passages from resolutions of ARF Armenian organization’s 8th Supreme Assembly
were published this year for the first time in the history of Dashnaktsutiun.
The member of ARF General Body Spartak Seiranian elucidates those resolutions.According
to one of the resolutions the Supreme Assembly has examined Javakhq’s issue and
affirmed: "The Armenians of Javakhq are in bad economic and friendly conditions
because of the Georgian policy of national discrimination." It is also mentioned
"the Armenians of Javakhq deprive of instruction the social-economic and
cultural life". And it is recorded: "The RA policy doesn’t pay adequate
attention to any sphere of Javakhq’s life."To our question whether Armenia
must realize a certain policy to the part of the foreign country the member of
ARF General Body Spartak Seiranian answered: "The substance of our discussions
and resolutions refers to attitudes of Armenian policy towards that region. We
don’t want to humble either Georgian self-government, or the territorial integrity
but if there is realized national discrimination toward our compatriots Armenia
must be worried about improving their social-economic, cultural and political
situation". We asked to predict what Georgia would answer to ARF’s appraisal
about national discrimination towards Armenians: "We aren’t worried how Georgia
will mark our resolutions, Mr. Seyranian answered, – we are interested in correlation
between Armenia and Georgia and the mutual visits of the presidents and signed
agreements are optimistic."The ARF Supreme Assembly has suggested to
the Armenian Government to establish an institution, which will be engaged in
Javakhq’s issue "which will work up and realize a project of reestablishment
and development." To our question whether this issue has already been discussed
Mr. Seyranian answered: " Not yet, We are preparing a complete package."
How will Armenia and Georgia together realize projects in Javakhq when it is spoken
about unilateral establishment? "When we say the Armenian Government must
have an appropriate institution it doesn’t mean that our country must interfere
the internal affairs of Georgia. Just the opposite. This institution which will
support and help the Georgian authority must realize the combined projects. Such
kind of institutions exist in Russia, Ukraine, Turkey, Israel and in those countries
which have their compatriots in other countries."The ARF Armenian organization
has another resolution of creating another institution: "To establish a special
institution, which will be engaged in controlling the affairs of Diaspora instead
of the Ministry of Foreign Affairs". We reminded there had been such kind
of institution in the past. And is it worth of recreating it? "We think Armenia-Diaspora
relations are more capacitate than organizing cultural or other arrangements on
that themes. There are some administrations in MFA engaged in the issues of Central
European or Southern American countries. Another small subdivision is engaged
in the social-economic, political, educational, cultural, investigating affairs
of the whole Diaspora. Our suggestion doesn’t only refer to the status. The state
must work up a policy, projects and not only realizes arrangements, that’s why
we pay more attention on it."Anna Israelian
