The
head of the Armenian delegation in OSCE Parliamentary Assembly, the NA deputy
chairman Vahan Hovhannisian promises. The head of Azerbaijani delegation
in OSCE PA Sattar Safarov intended to discuss the issue of "occupation policy"
of Armenia in the winter session of OSCE Parliamentary Assembly, which will be
held in Vienna on 23-24 February. According to him the Azerbaijani deputies are
going to speak at the sittings of political, economical and humanitarian commissions.
"On the occasion of occupation of Azerbaijani territories by the Armenian
forces and as a result hundreds of thousands of people are still displaced and
live in miserable conditions". Safarov has also mentioned: "In contrast
to the CoE the decisions are taken by consensus but in spite of it the Azerbaijanis
will do the possible to inform the world powers about occupation policy of Armenia."The
head of Armenian delegation at the same institution Vahan Hovhannisian on the
occasion of discussing those issues in the commissions first of all noticed: "They
always do it. The members of Azerbaijani delegation have mentioned these issues
in their speeches but they didn’t become a resolution. As there was an agreement
that there is a special representative appointed by the OSCE chairman Gioran Lenmarker
who must produce a report on Karabakh conflict and that report isn’t ready yet."
Mr. Hovhannisian named the preliminary version of the report "rather balanced
there were points which gave pleasure but first of all there wasn’t the conception
"the territorial integrity of Azerbaijan" in general and including Karabakh
in particular. Though it was spoken about liberated territories but it was also
balanced: it was mentioned about those territories which were occupied from each
other: those parts of Getashen, Shahumian, Martakert and Martuni which are under
Azerbaijan’s rule." To our question which points were unpleasant to us the
head of Armenian delegation answered: " It was spoken about giving the territories
back. But this demand was in an interesting context. The territories must be given
back for being mine cleaned and become usable, that means the political status
of those territories isn’t mentioned, only the human factor to allow people live
and work there. But that text isn’t ready yet. We know that Baku put rather serious
pressure upon Mr. Lenmarker."The head of our delegation found out: "
I have decided to attack and not to counterattack. And I will develop the most
painful, the most expired problem- the issue of refugees. We cooperate with the
Administration of Migration and Refugees and received from them rather interesting
facts. We’ll distribute to make the delegates understand the situation."
To our question whether he doesn’t afraid of the comparing results as even in
some European documents it is mentioned about 900 thousands of Azerbaijaani refugees
and 150 thousands of Armenian refugees. Vahan Hovhannisian answered: "Our
refugees are more in reality and the Azerbaijanis are 700 thousands. But it isn’t
essential: we don’t intend to compete with quantity. Armenia integrates its refugees
into our society. But Azerbaijan keeps its refugees in the camps showing the visitor
delegations. While they could settle them in the flats left by Armenians."By
the way no issue on Nagorno-Karabakh issue is included in the agenda of OSCE Parliamentary
Assembly. "According to the regulations we would receive if that question
was put into discussion. And I don’t think it will be included by some fraud.
And if it is included we’ll fight for our interests."Anna
