BREACH OF THE CEASE FIRE

Armenian
and Azerbaijani experts interpretThe military forces of Nagorno-Karabakh
and Azerbaijan have infringed the regime of cease-fire 2-3 times since 9 of March.
The Azerbaijani side has raised an alarm about skirmish and wounded men and victims
first in the northeastern part of the border, at the Seisulan settlement of Martakert
region and in Ijevan-Ghazakh region of the Armenian-Azerbaijani border. Yesterday
the Ministry of Defense of Azerbaijan sent a message about firing the positions
of Azerbaijani Army by the Armenian forces from the Sarijal settlement of Aghdam.
The MD of Azerbaijan has declared a week before that Armeniabreach the cease fire
almost everyday. The Armenian side also brought the same accusation against Azerbaijan.The
U.S. Ambassador in Azerbaijan Reno Kharnish also worried about the strained situation.
Breach of cease-fire, which has become periodically, makes troubles. At the same
time it shows that the conflict isn’t frozen and it asks for solution,"-
the Ambassador has declared without saying which side breach the cease fire. The
OSCE chairman’s representative Anjei Kasprchik has said to the Azerbaijani ANS
TV Company that the OSCE intends to hold a monitoring in the Armenian-Azerbaijani
border. According to him the aim of that initiation is to weaken the tension in
the Armenian-Azerbaijani border. He has declared that it is possible to do stressing
at the same time that "these are only hopes."Eventually for whom
is the tension profitable especially when the international community is interested
in the settlement of the NK conflict, when discussions are going to be made on
that occasion in the OSCE. According to the member of "Armat" center
Ara Sahakian "It is profitable for the Azerbaijani side, which periodically
complaints of the activities of the OSCE Minsk group. But in this way it exposes
to blackmail to the OSCE Minsk group threatening with destruction of the cease-fire
11 years ago by its interference. Most probably the Azerbaijani leadership came
to a conclusion that cease-fire may be a forcible argument making the OSCE Minsk
group to liven up its efforts for the settlement of the conflict especially when
the juridical resolutions of the settlement correspond to their interests."
Therefore Azerbaijan also tries to return the settlement of the conflict to the
null point from which the negotiations began."The RA NA opposition deputy
the head of DPA Aram G. Sargsian also noticed that the cease-fire is less profitable
for the Armenian part meanwhile not excluding that the tension can be profitable
for both sides. "But taking into consideration those developments which will
take place especially during negotiations Aliev in all probability wants to prove
that he can also solve the problem by force and wants to prevent the process round
the OSCE Minsk group, which isn’t profitable for him. He achieved that the PACE
adopted a resolution, which was profitable for Azerbaijan. Now Azerbaijan need
in sending the problem to the UN where their adherents are more,"-A. Sargsian
said. By his words that tension could be profitable in the context of pacifying
the RA internal political developments. The tension of the situation in the Armenian-Azerbaijani
border is equally profitable for the authorities of both countries and each side
could be the initiator of it. The director of "The Caucasian Regional Center
of critical situations" Zardusht Alizade expressed his opinion. "The
delay of the conflict’s settlement, the tension of the situation is profitable
for the leadership of both Azerbaijan and Armenia and also for Russia, which fishes
in troubled water but it will never be profitable for both the Armenian and Azerbaijani
people,"- Z. Alizade said to "Aravot".How will the tension
affect on the negotiations. According to our interlocutor it won’t affect "because
there aren’t real negotiations, those are only imitations of the negotiations
and in the final analyses neither Aliev nor Kocharian aren’t interested in the
settlement of the conflict." He also excluded that the incidents in the Armenian-Azerbaijani
border may include large scales. "They can’t, because both Kocharian and
Aliev got what they wanted and they have what they want- authority,"- Z.
