"ARMENIA CAN BE MOVED AWAY FROM THE CoE"

Kocharian suspectsThe discussion of the issue of projects of constitutional
amendments is included in the NA four-day sitting on 2-5 of May. Yesterday we
were interested if the "Justice" bloc would take part in the discussions.
The member of the group Shavarsh Kocharian said that they had expressed their
approaches on the main principles for many times: "They haven’t been adopted
till today and if we judge from the process our proposals won’t be adopted at
all." Consequently they won’t take part in the discussions.The concrete
date of holding a referendum on the amendments of the Constitution of Armenia
was sounded in PACE for the first time / at the end of July and beginning of August/.
And this is in that case when the authorities in Armenia don’t want to speak about
the probable date of the referendum of constitutional amendments. The PACE deputy
Shavarsh Kocharian interpreted it in this way: "First it had an aim, to substantiate
that the issue isn’t hasty and there is still time. It is said that the issue
can be discussed in June, as the referendum will be held at the end of July or
at the beginning of August. It is natural it has been suggested by our authority
front. But the dates aren’t so important. The important is the content of the
reformed Constitution but there is no place in this occasion, as the commitments
of the CoE isn’t honored by the Armenian authorities. The Europeans demand the
Mayor of Yerevan to be elected and not to be appointed. We are also in the center
of attention of European institutions as well as the international community.
It is obvious for everyone that the problem isn’t the experts, the problem isn’t
wordings the problem is the principles, that is, if the authorities of Armenia
are inclined corresponding the general law of the country to democratic principles.
If the answer is positive it will be welcomed, and if it is negative ways of punishments
will be used towards Armenia. Because how long can they delay everything?"By
Shavarsh Kocharian Armenia hasn’t honored the main part of its commitments: "They
assured the CoE as if they had changed the ways of forming free commissions and
now the problem would be solved. But it is obvious that change doesn’t solve any
problem. People see that "A1+" has taken part in 10 competitions and
every time it has been found out that he is the "Weakest" even for the
radio broadcasting." Analyzing these all situation our interlocutor thinks
that the CoE is exasperated. According to Mr. Kocharian the last opportunity of
the authorities was to realize the constitutional amendments starting from those
three main principles which "National union", "Justice" and
the commission of Venice have produced publicly.According to Sh. Kocharian
there are three ways in Armenia. One is to humble with this situation and it is
the same that to be removed from the CoE and go in the way of Middle Asian countries.
I think this way is excluded for Armenia because whatever it is spoken about,
our way of thinking, our people aren’t an African, Asian people. The next solution
is the national fit of anger, changeover of political powers after which holding
fair elections. I think the society is inclined to this. The third isn’t the way
of strong counteractions but the authorities for their own interests try to soften
this anger and go in the way of reforms. It remains to choose the way and it is
the following: "Those people who understand that our state is in this conditions
not only by some persons but also for systematic condition those people must go
in the way which will lead Armenia to legal authority."Margaret
