How the
future authority wanted to settle the Karabakh conflict in January 1998The
RA current authorities came to power replacing the "defeating" policy
of the RA first President Levon-Ter-Petrosian with their "winning" one
on settling the Karabakh conflict in 1998. In the opinion of the members of the
"previous" authority the maximalistic projects on the settlement of
the conflict produced by the current authorities in 1998 caused the weakening
of the position of the Armenian party. As a rule in the dispute of the "former"
and "current" authorities the representatives of the former authorities
stress on the promises of the current authorities about "8000 square km independent
Karabakh" but the latter refuse and deny that promise.The former representatives
mean a document reproducing the approaches of the settlement of the Karabakh conflict
produced by the "Karabakh" side to the members of Security Council at
the RA President on 8 of January.One of the members of that Security Council
interpreting that document told that the Council was discussing for two days the
possible versions of the conflict settlement in January 1998. The RA Prime Minister
Robert Kocharian, the Minister of National Security and Internal Affairs Serge
Sargsian , the NKR President Arkady Ghukasian refused all suggestions of the RA
first President after which LevonTer-Petrosian suggested them to produce their
approaches of the settlement in written form. A. Ghukasian had promised to do
it within 10 days. 10 days later he sent the "winning" project of the
NK conflict settlement, which included an agreement "About the status among
Azerbaijani Republic, Republic of Nagorno-Karabakh and Republic of Armenia".
There were attached two explanation notes and a map. The NKR administrative borders,
which the Karabakh side considered realizable were drawn in the map. It also tried
to oppose "the NKR independence with international strong guarantees with
the territory of 8 thousands square km to the settlement of the RA authorities
"de jure as the part of Azerbaijan, de facto independent".There
isn’t any clear mentioning about 8 thousands quarter km. But the matter is that
those borders are underlined in the attached map of the produced document, which
the authors of the same agreement intended to include in the NKR administrative
region. The explanation note shows that those territories include more than 8300
square km. Let’s try to count how many territories will be included in the NKR
according to Stepanakert.Before hostilities in 1990-1994 the NKR had 4.388
square km of territory. The NKR controls over 7.132 square km territory since
the agreement on the cease-fire in May 1994. According to the map territories
of about 3.297 square km in particular the bank of Arax river had to be under
Azerbaijan’s control in the result of signing that agreement. According to the
map and attached note 666 square km territories of Shahumian and Getashen settled
with the Armenians compactly had also to be the part of Azerbaijan. Instead the
part of following territories is returned under control of Nagorno-Karabakh. 128
square km from Martuni, 50 square km from Mardakert, 556 square km from Shahumian
region. The authors of changeover of political powers in 1998 expected to give
all these and to get instead of the status of NKR independence.Naira
