Johns mustn’t call the leadership of RNK as a criminal. It is only allowed to
the dashnaktsutiun structure of Artsakh.According to the adopted "tradition"
every election held in the RNK is preceded by the declaration of Azerbaijan and
international structures by which those elections remarked as illegal and the
results of them weren’t recognized. Here the Foreign Ministry of Azerbaijan declared
traditionally on the occasion of the RNK elections yesterday, which are going
to be held on19 of June. " In case of occupied territories and ethnic separation
holding elections opposes to the norms of international law and principles and
to the Constitution of Azerbaijani Republic and it doesn’t have legal effect".But
this is one of the traditional declarations. But the declaration of the ARF -"Movement-88"
bloc of Artsakh wasn’t traditional. The ARF American institutions were fighting
against the declaration of the U.S. Secretary of State Elizabeth Johns by which
the NK authorities remarked as criminal. The former Minister of Defense Vazgen
Manukian who kept contacts with the Artsakh’s politicians said on the occasion
of that declaration: "Democracy had to go from Armenia to Karabakh. The RNK
is sick with the same sickness as Armenia is. Simply that sickness is rather calm
in the RNK for the reason of the way of thinking, smallness and knowing each other.
I’d like to hold fair elections in the RNK, as it is possible. And the RNK leadership
has promised to organize everything as fair as it is possible. I wouldn’t like
the authority-opposition fight in Karabakh looks like the events of Kyrgyzstan.
Some project suppositions of the "ARF- Movement 88" aren’t less
important by which the bloc displays in these elections. Analyzing our place and
role in the negotiating activities of the Settlement of the Karabakh conflict
we come to a conclusion that in case of such developments of the events our country
will find itself not only in a deep crisis but there will be real threatens for
its security. The greatest danger of the political settlement of Karabakh conflict
in the current stage is that the Karabakh party is out of the negotiating process,
which determines its fate. The Karabakh factor stops existing as a regional military-political
self-dependent factor. The RNK authorities have been self-isolated from that process,
their passive, inconsequent position has destroyed the foreign policy in general."Neither
the ARF bureau nor the representatives of Armenian structures has ever made such
appraisals by which the responsibility of the current atmosphere can be referred
to the RNK authority. By the way, the ARF structure of Artsakh has some complaints
from the mother party that the financial support didn’t satisfy to take care of
the financial needs of the electoral campaign but they hope to have an active
role in this process. "The ARF-Movement 88"bloc also declared: "People
must understand a simple truth that the executive authority does its best to control
over the National Assembly, this means that it wants to concentrate all levers
in its hands. We mustn’t allow it." Dashnaktsutiun hopes to become the majority
in the Parliament with the help of this bloc to "create the second juridical-political
