If

the preliminary report of the head and reporter of the CE temporary commission
Thomas Jirsa, which was monitoring the Constitutional referendum on 27 of November.
The preliminary report is based on observations of the head of commission. Let’s
cite some observations from this report that consists of 7 pages. The time for
propaganda is marked rather short but Robert Kocharian’s convictions as if "efforts
have been made to send the project of constitutional amendments to every apartment".
But the delegation has got an impression that the ‘propaganda reminds more the
propaganda of ‘yes" in soviet style than real democratic disputes between
persons who are "for" or "against" the constitution".
It is mentioned in the report that Electronic medias, which are controlled by
the authority, haven’t given an opportunity for "no" propagandizers.The
"interesting thesis of Western collusion" is mentioned with contempt
in the report as if the West is ready to close its eyes on the falsifications
of the referendum instead of the NK conflict settlement. Some observers’ opinion
that the summon of boycott was the easiest way for the opposition is also mentioned
in the report. As the major part of the population is politically indifferent
and won’t go to the polling stations anyway. It is also mentioned that a few people
took part in the meetings in the Ukrainian orange revolution style. The most
serious infringement is the infringement of seriousness of the voting. The voting
of military men was also problematic who were brought to the polling stations
providing 100% participation."The most obvious and unlawful abuse which
the delegation has recorded refers to the providing of high participation".
It is mentioned in the report that "some voting stations in regions and almost
all voting stations I Yerevan were surprisingly empty irrespective of the time.
It makes us suppose that the great activity about which the heads of electoral
committees were assuring us was just at that time when we weren’t there."Thomas
Jirsa also mentions that the members of the mission have found a quantity of the
same signatures".It is cited in the conclusion of the report that the
responsible of election system admitted; "Some people wanted everything to
be well and did their best" The head of the commission mentions; There is
no justification of making extra efforts, even in favor high interests as it is
in case of Armenia which tries to honor one of the important commitments towards
the CE. The fact that the CE was for constitutional reforms doesn’t mean that
it is ready to adopt it at any cost. The recorded reality shows insufficient respect
towards the values, which the council of Europe protects.The delegation insists;
‘If the authorities don’t take decisive steps for investigating the cases of falsifications,
the adoption of new Constitution which should approach Armenia to the European
values and principles will always be shadowed by suspicious veracity".Anna
