There is such an opinion about the project of «Putting broadcasting digital system in the sphere of Radio and Televesion in Armenia».
OSCE Yerevan office has organized discussion of the project formed by the inter-departmental commission of the government of Armenia. David Sandukhchian, the director of Information right and policy center, emphasized that OSCE had organized that discussion by their request. While our government hasn\’t organized any meeting, hasn\’t tried to find out the standpoint of interested organizations.
One of the participants of the discussion was analyst on security and political issues Richard Kirakosian. It becomes clear that this American analyst, who doesn\’t represent any organization at this moment, doesn\’t only have information to what agreement Moscow and Washington have come about the next president of Armenia but he also has his observations about putting the broadcasting digital system in Armenia. «I\’m involved in the sphere of technologies in the U.S., which is very important for the national security». In case of putting the digital broadcasting a social package of 4-5 TV programs must be formed. This is a package, which must be formed by the budget\’s financing and broadcasted without subscription limitation, and the RA government affirms its list. This item was strongly criticized yesterday. The speech of head of association of women with University education Jemma Hasratian was very impressive: «As a RA citizen I want my country to represent itself in modern way», – she approved the digital broadcasting first of all. But then she expressed her anxieties: «We haven\’t forgotten «A1+» case, and the forming 4 channels, which will be state channels, will be used and give the information which is important and necessary for them.
Boris Navasardian, the head of press club in Yerevan, said that the draft of project «is another step to oligarchization of media, which is one of the ways of state occupation and it, will cause very serious problems in the national security».
