The residents of the bordering village of Voskepar in the region of Tavush complain that there is no night-time lighting in their village, it is important, particularly, in terms of security, in order to prevent assaults in the darkness. However, the small budget of a small village cannot take care of the night-lighting payments. The villagers said that during the construction of the small hydroelectric power plant, the owners of it had verbally assured the villagers that they were ready to supply free electricity for the village night-lighting from the electricity produced in the waters of the Voskepar River. However, it was not realized. Hrush Aghbalyan, the head of the village of Voskepar, stated that the H.A.G. Trio LLC, operating the power plant, leases the territory from the village administration for 30 thousand AMD per year. The villagers of Voskepar complain that as a result of operating the power plant, they take so much water from the Voskepar River that there remains no water in the river in summer and the fish thrash about in the desert. The villagers said that the de-facto owner of the power plant is Tigran Torosyan.
