The Negligence of the Central Election Commission (CEC) and Raffi Hovhannisyan’s Unsubstantiated Proofs

“The Constitutional Court has never considered such an unsubstantiated and groundless petition,” Tigran Mukuchyan, the CEC chairman, expressed this idea during a conversation with www.aravot.am, talking about the petitions of candidates for president Raffi Hovhannisyan and Andreas Ghukasyan who challenged the Election of the President of the Republic of Armenia Decision made by the Central Election Commission on February 25. Counselor Tigran Yegoryan who had also carried out a monitoring mission during this election said: “I can give a piece of advice to the other party; they continuously claim that the petition is groundless, yet they should not forget the state’s duties and perform them, not just try to increase the level of trust with scathing statements, but ensure free elections, lack of discontent in order to win the people’s trust.” Talking about the demand of Raffi Hovhannisyan’s representatives, Mr.Yegoryan stated: “Raffi Hovhannisyan’s representatives say, ‘So what did your representative, the CEC, do?’ They have no answer. The whole CEC must wait until there are violations proved and videoed with cameras from different angles and then take action.” In response to this observation, Tigran Mukuchyan, the CEC chairman, said: “We presented our decision in detail in the Constitutional Court too; it is just the perception of the other party. We also mentioned that the CEC had performed all its functions provided for by the Electoral Code of the Republic of Armenia. And if that party thought that something was lacking or something hadn’t been carried through, there had been negligence, there was an institution to complain about that, if it had such an opinion, it should have filed a petition and complained about the CEC’s negligence.”
