Speaker of Artsakh Parliament: We are interested in having a better Constitution for our country

An extraordinary session of the National Assembly of the Nagorno Karabakh (Artsakh) Republic was held on Tuesday. The release issued by press department at the National Assembly reads the sole agenda item of the session was the debate over the draft Constitution of the Artsakh Republic.
Speaker of the National Assembly Ashot Ghulyan, who is also the Chairman of the Specialized Commission on Constitutional Reforms under the NKR President recapped the work conducted by the Commission, noting all the proposals of the parliamentary fractions and the National Assembly deputies had been elaborated in detail and presented to the authors on January 13.
Ararat Danielyan, Justice Minister of the Artsakh Republic, a member of the Specialized Commission presented statistics about the proposals to the draft Constitution, saying 184 proposals had been received, with 17 adopted fully and13 partially.
The release reads 154 proposals were rejected due to reasons, such as ‘failing to meet principles of the Constitution Doctrine’, ‘being interconnected and not meeting to the main proposal.’
Danielyan next stressed that the draft Constitution underwent professional and linguistic expertise. The session proceeded with a debate and statements made by different deputies and representatives of the political fractions.
“This issue represents not a competition among political forces and individual deputies. All of us are interested in having a better Constitution since we had certain traditions in this sphere and the adoption of the 2017 Constitution should demonstrate our maturity,” Chairman of the Specialized Commission declared.
Following the speech, the National Assembly decided to put the revised draft constitution up to voting with 20 votes in favor, 7 against and 1 abstaining.
