‘The Republic of Armenia’s position relative to NKR issue is rational: status quo shift impossible without status clarification’

“We are now much farther from NKR issue settlement. But it means that we should more actively negotiate. Today the position of Armenia is rational. Status quo shift is impossible without the the clarification of the status”, told David Shahnazaryan, Senior Analyst of Regional Studies Center. According to the interlocutor, the position of Armenia entails that a peace treaty should be in place instead of an interim resolution: “I regard that position as strictly rational: in this indefinite geopolitical situation not a sole interim resolution can operate inasmuch as there is no guarantor. Actually, Azerbaijan continually torpedoes the negotiations taking into consideration the inner situation which is more serious than it is represented.” This too, according to him, proves that we should be more active in the process of negotiations. And that, as stated by the analyst, is the following – there are a set of suggestions that Armenia can implement, let Azerbaijan reject. On the other hand, this uncertainty with regard to NKR issue is an opportunity for the Russian Federation to coordinate steps together with the US forasmuch as the politics of the RF, as he reported, mildly said, remains unpredictable: “This uncertainty seems to restrain all, but most possibly RF’s or Washington’s inner situation may impose to take unpredictable steps and actions.”

In reality, David Shahnazaryan is convinced that no status quo shift is possible in relation to NKR issue without status clarification: “Without that the modifications of status quo will bring forth much greater threats. Regardless of whether they say or not, the co-chair states seem to share this position.” By saying to show more activeness in NKR issue the analyst refers also to the Armenian side not to allow one of the co-chairs to take a dominant role as now the RF does, as the US did in the near past and the notorious Key West Agreement was acquired.     

Simultaneously, he does not consider sufficient the steps which the RA authorities undertake to implement the policy declared by themselves: that is – Artsakh should be both conflicting and settling party: “Massive reserves are in place here which both Armenia and the Diaspora are to utilize.” After the April War of the previous year, David Shahnazaryan has been on the borderline for several times. He says – the situation is essentially and favorably different: “Per square meter is now under electronic control. In April of the previous year we could but dream of it. Nevertheless, it is not enough again. Crucial steps need to be taken, to participate in the negotiation process much more actively. Steps stemming from Armenia’s position are now being discussed in the negotiation process.”

The analyst is not in favor of the Armenian diplomacy: “Many try to say that he or she is black or white, that is – he is our enemy or she is our friend, but no such thing exists. Let us not label. For example, we need to cooperate with Israel very actively, and not consider them Azerbaijan’s partner. A huge work is to be done with Ukraine, even it is apparent that it has common interest with Azerbaijan. The relations with Georgia: after every meeting organized on a high level what do we hear? That there are no unsolvable issues and a very big potential is in place. When is this potential going to become a reality? Or, the relations with Turkey: it is not an incidence that the EU has commenced to put the issue of Armenia-Turkey inter-state relations too actively in recent times, which had been accepted as the US’s undertaking before. The Armenia-EU agreement is a very serious document and I will consider it to be a hugely serious success of the foreign policy if it is signed.”
