“How long is it possible to tolerate, to put it mildly, the irresponsible and adventurous behavior while it is accompanied by human casualties”, chairman of the NA Standing Committee on Foreign Relations Armen Ashotyan told the journalists in the parliament. The question referred to the upcoming meeting of the Armenian and Azerbaijani Foreign Ministers to be held in Vienna.
Armen Ashotyan believes that the intermediary organizations have the responsibility to save their own political face, because it is impossible to resist, ignore this adventurism pursued by the Aliyev regime, which is not only aimed against Armenian and Artsakh people, but also destabilizes the credibility of the authoritative international institution, and does not make the international weight of that institution reliable, which is an important issue for Armenia and the OSCE Minsk Group co-chairs.
“The negotiation process shows that today the international community, in particular, the Minsk Group co-chairs, is expected to make not effective efforts, but effective enforcement on the Azerbaijani side to return to the implementation of the agreements reached in Vienna and St. Petersburg. It is impossible to speak about the essential details of the settlement of the conflict without restoring the environment, negotiation, and regional atmosphere. In other words, negotiations are underway on restarting negotiations”, said Armen Ashotyan.
In order to return to the essence of negotiations, Armen Ashotyan considers the existence of a mechanism for maintaining the security regime, expanding the mandate of the OSCE Minsk Group, monitoring mechanisms, mechanisms for monitoring and preventing border incidents, or de jure disclosure of the guilty party, necessary. At the same time, he considers any diplomatic activity as preferable to the suspension or termination of the negotiation process, because one of the goals of the Azerbaijani side is to stop the diplomatic negotiation process, to legitimize their own desire to resume massive military operations, “We are constantly keeping and will keep the process of fulfilling the terms of the Vienna and St. Petersburg in the agenda. The meeting of the Foreign Ministers gives a chance to return to the constructive process”.
