The Rejection of the Suggestion will be a deadlock

The
chief of the Armenian delegation in PACE Tigran Torosian speaks about the suggestion
of turning to the International Court of Justice.- The responsible
of regional issues of PACE’s central office in Strasbourg Dosso mentioned that
David Atkinson’s report had affirmed that "the considerable part of Azerbaijani
territories is occupied by Armenia" and in the January session would be accepted
the following principle; " What has happened in Karabagh is a trample of
international law on "Inviolability of the borders" consequently an
infringement of duties has been occurred by the occupied country that means by
Armenia." Is this turning predictable for you?- I think the predictions
must be done according to the facts. I think it would be better to enter that
idea into the project in time if there was such a suggestion. This idea has been
declared during neither the previous nor this discussions. I think that such an
official hasn’t any right to make such a declaration as even Atkinson’s report,
resolution and suggestions are simply projects and the commission of political
issues has only discussed it. So Dosso made a groundless declaration about Atkinson’s
report. A report of any deputy can’t affirm anything; it is simply an opinion
of a person.- It is also the opinion of the commission of PACE’s political
issues.- Yes, of course, but not the final opinion. So that official didn’t
have any right to make such a declaration. That means this person tries to influence
on the following discussion of that project.- Do you exclude that issue on
"infringement of duties" will appear in the agenda of January session
of PACE?- I can’t exclude any suggestion either in January or later. Every
deputy may give any suggestion on the produced resolution and suggestions of the
project. But in case of infringement of law or agreements neither such kind of
officials can not give a conclusion of expert nor the PA can give an opinion and
specialized conclusion.- When Terry Davice declared his report in September
our officials and you affirmed us that it wasn’t juridical and wouldn’t affect
at all. But Atkinson’s report simply repeated Davice.- Yes, I have said that
Davice’s report doesn’t have juridical power any more, it’s an archive document
from which Atkinson may use. I have also said that we mustn’t look at the past
and proclaim our opinions that don’t have any value for the past and the future.
We must work for today and tomorrow considering this as an archive document and
its content. But unfortunately in our reality people often don’t pass around words,
apprehensions and predictions. While we’ll reach to the result not by the apprehensions
but by the work.- Anyway, some apprehensions still remain that now the society
will be calmed down by affirmations that Dosso doesn’t have any right for declarations
around the discussions on NK issue but in January session we’ll faced with the
acted fact.- I have never tried to calm down the opinion of society; instead
I have called to work to have documents auspicious for Armenia. I have myself
done the possible even the impossible. For example the three resolutions about
Armenia accepted in 2004. – There is another auspicious that the following
determination of the document "The Assembly suggests if the negotiations
under Minsk group fail Armenia and Azerbaijan have think about using the international
court of justice" is a deadlock for our country as if Armenia doesn’t use
that suggestion Azerbaijan will use.- The rejection of turning to the court
will be a deadlock for Armenia. This court has its originality the opposite sides
come to the mutual consent. That means Azerbaijan can’t turn to the international
court of Justice alone: that case simply won’t be accepted as an execution. Interview
