The
secretary of the ARF central committee of Artsakh Jirayr Shahijanian produces
what developments followed after their announcement of calling Dashnaktsutiun
members back in the Nagorno-Karabakh executive authority. "The person
who assumed the helm of Nagorno-Karabakh couldn’t understand the meaning of his
mission and was up to the mark. He didn’t manage to become the symbol of unity
and accordance. The president pushes the leading political power of Artsakh- Dashnaktsutiun-
to the opposition with his steps,"- the ARF central committee of Artsakh
mentioned in the declaration of December 29, 2004. The responsible for the office
of Hay Dat and political issues of ARF bureau Kiro Manoyan said to the "Azatutiun"
broadcasting station after this declaration that Arkadi Ghukasian will try to
improve his relations with Dasnaktsutiun. But he didn’t try to overpass the tension.
He only tried to be justified and oppose to our declaration.But the authority
figures affirm that the declaration of Dashnaktsutiun was a step to the NA elections
of 2005. " We haven’t begun those pre-election steps,- the secretary of the
ARF central committee of Artsakh opposed. – First of all the president of Nagorno-Karabakh
began his pre-electoral campaign and behave himself. But our step isn’t pre-electoral
and if we were a part of Nagorno Karabakh now we aren’t and a constructive opposition."The
chief of the general administration of information at Nagorno Karabakh president
Alexander Grigorian mentioned about dismissing the ARF member Armen Sargsian from
the post of the Ministry of Education, Culture and Sport: "The reply of the
ARF central committee of Artsakh is inadequate for the reason that he was appointed
the Minister of Education, Culture and Sport not for his party membership."
Jirair Shahijanian said about this interpretation: " We haven’t displayed
a personification approach: the break of the relationship for dismissing Armen
Sargsian. We admit that Armen Sargsian has been appointed not by the party but
by his personal initiation: the president has chosen him as a professional in
that area. And the ARF central committee of Artsakh gave the permission in time.
Everybody understood that the reason of his resignation was being the member of
Dashnaktsutiun party and Arkadi Ghukasian only opposes to Dashnaktsutiun with
his step. And we considering this step political opposed and gave an appropriate
answer.""If the member of Dashnaktsutiun has won in the competition
of civil service and works thanks to it why must we call him back? – Mr. Shahijanian
suspected. – We have called back only the Dashnaktsutiun members who worked in
the higher authority."We must mention that the ARF fraction voted the
against the budget of 2004 in the parliament of Nagorno-Karabakh but it abstained
from voting for the budget of 2005 saying that "positive intentions exist
in this financial document which are reflected in the budget of Armenia."
To "Aravot’s" question that Dashnaktsutiun hasn’t always been agree
with the internal policy of Arkady Ghukasian the ARF secretary of the central
committee in Artsakh answered: " Dashnaktsutiun supporting the present president
hasn’t always been agree with his personnel and constructive police also with
approaches around credit projects on shadow economy or agriculture. Dashnaktsutiun
is really for personnel and constructive changes but not in this way. There is
a matter of non-punishment: if a Minister doesn’t work well and are dismissed
from his post why does he appear in other Ministry. And why isn’t he punished?"
We were interested whether these declarations of ARF central committee of Artsakh
were coordinated with the ARF bureau or they took the decision of becoming the
opposition of Nagorno-Karabakh leadership themselves: "The institutions of
Dashnaktsutiun are decentralized, – Jirair Shahijanian mentioned. – And the committee
of Artsakh carries out the policy of its region. If Karabakh is recognized an
independent country /laughed- A.I./ we are a free structure here and we, the central
