ARMENIAN-AZERBAIJANI MUTUAL ACCUSATIONS

The
Ministers’ committee of CoE has answered to the questions on destroying historical
and cultural monuments in Nakhijevan and Shoushi.The member of Armenian
delegation in PACE Shavarsh Kocharian raised a question to the Ministers’ committee
of CoE about destroying Armenian cultural heritage in the autonomous republic
of Nakhijevan on 15 December 2003. It was mentioned that the medieval Armenian
cemetery of Julfa was destroyed. Shavarsh Kocharian asked: "Is the Ministers’
committee going to call to the Government of Azerbaijan to take steps for stopping
destroy the Armenian cultural heritage?"The Ministers’ committee answered
to this question only a year ago, on 15 December 2004. But the answer to the written
question of the member of Azerbaijani delegation Rafael Huseinov was also included
there. It is titled: "The urgency to prevent destroying cultural monuments
in the Shousha city of Azerbaijan occupied by Armenians. Dementia has early warning signs and symptoms. An early diagnosis will help manage a person’s dementia (Dementia is a serious brain disorder that interferes with a person’s ability to carry out everyday tasks.) Aging and dementia are very closely related, but few people are aware of the different types of dementia and what they actually mean in the aging process.
" The member of Azerbaijani
delegation begins his question in the following way: "Occupying the 20 %
of Azerbaijan’s territory by Armenians" stressing though the problem of destroying
monuments has discussed for many times but " no positive result was recorded.
And the destruction of historical monuments increases and it becomes necessary
to make arrangements for keeping this historical city." Huseinov affirms
that restaurants and other trade services are built in the place of destroyed
monuments. And he mentions the house of Azerbaijani poetess of 19 century Neitavani,
the mosque of Govhar Agha belonged to the musician and artist Mir Mohsun Navvaby
as destroyed monuments. " This shows the real intention of the aggressor
to destroy the monuments of historical Shousha City." And Huseinov asked
to the Ministers’ committee what they would do to prevent all these.The Ministers’
committee stressed that the affirmations in those questions "make to renew
those basic principles based on the cooperation of CoE member countries, that
is the respect of territorial integrity and other international principles."
As regards to the reservation of cultural heritage the Ministers’ committee stresses
that the success of all kind of projects depends on the improvement of political
situation in South Caucasus, especially on peaceful settlement of continued conflicts.
The Ministers’ committee is also ready to give military and technical support
to the authorities of Armenia and Azerbaijan to project and organize activities
for preservation of cultural heritage. Rafael Huseinov sent another written question
to the Ministers’ committee where it is mentioned that "20 000 Azerbaijanis
are killed, 100 000 are injured, 50 000 are wounded differently, 4853 are considered
lost without any trace and 783 are captives in the result of Armenian military
aggression. He adds "Armenian military forces destroyed the Khojalu City
with its 6000 inhabitants during one night." Huseinov insisted that Armenia
had destroyed completely or partly 900 settlements, 7000 industrial and agricultural
objects, 700 educational institutions, 665 health establishments, 22 museums,
44 holy places and 9 mosques. He also insisted that the forests of Nagorno-Karabakh
were poisoned and mined and other groundless accusations. We are waiting for the
