The
former representative of the UN doesn’t afraid of the word Genocide but the present
official avoids.It wasn’t understandable what the general councilor of the
UN Secretary General on the issues of prevention genocide Juan Mendes said for
about ten minutes making his speech during the congress "The most serious
crime, the most serious challenge" by name on the 90th anniversary of the
Armenian Genocide. Almost all his sentences were beginning with the words "my
mandate doesn’t allow me". He was beating the air with his diplomatic vocabulary
in the whole duration of his speech that it wasn’t important which or what is
genocide. "The important is prevention of the genocide,"- stressed Mr.
Mendes round his mandate. "My mandate has a sense of prevention and if I
say that a genocide is being realized somewhere that means I haven’t managed to
prevent it." Perhaps he didn’t know that the best condition of any crime
was to condemn it. And the Genocide is the most severe crime realized against
humanity. And not only Holocaust speaking of which was allowed by Mr. Mendes’
mandate.Fortunately not all guests were bounded by mandates. In particular
the former secretary of the UN commission of human rights, the professor of law
Alfred de Zayasi who had arrived from Swiss called things by their names. He said:
"The Christians have been killed in the Osmanian Empire since the 19th century
and the slaughter of 1,5 million Armenians was the culmination of it. But the
Genocide doesn’t have a statute of limitation and the Armenians can turn to the
international judicial instances asking for the reestablishment of their rights.
The Armenians must be put from the group of the forgotten victims of the Genocide.
It must be taught about the Armenian Genocide in the high schools of all countries
and the international community must make Turkey compensate for its actions. Germany
compensated the Jews for the awful actions of its ancestors but the world doesn’t
become angry seeing that Turkey doesn’t try to compensate for the crimes of its
ancestors. The most important rights of a human are the right of life, the right
of Homeland as well as the right of knowing the truth. While speaking about the
Genocide is criminal for the Turkish government. The refusal like this is a rude
ignorance for knowing the truth that the Turkish government realizes inside its
country."The director of the Irish center of Human Rights William Shabas
produced in detail how the term "genocide" entered into international
vocabulary since 1944. He also turned to the agreement of Sever, which provided
the punishment of Turkish criminal rulers and giving compensation to the Armenians
by Turkey. But Turkey didn’t confirm that agreement. And Hitler himself affirmed
the connection of the Armenian genocide with the genocide of Jews unbridled by
him,"- mentioned Mr. Shabas considering important the recognition and condemnation
of the Genocide.The next was scientist Yehuda Bauer from Jerusalem who said:
"We mustn’t commemorate the 90th anniversary of the Armenian Genocide because
Turks carry out the policy of getting rid of the Armenians by the way of extermination
since the 19th century so the Genocide has begun earlier." He called not
to be satisfied by the academic discussions, which are useless in general, or
to make pressure on the authorities for organizing prevention arrangements of
genocide. He mentioned that there were powers in Turkey, which were for the recognition
of the Armenian Genocide and must compel the Turkish authorities to accept that
there was a government at the beginning of the century, which was responsible
for what had happened. By it according to Mr. Bauer the current Turkish authorities
will get rid of the responsibility.The RA President expressed almost the same
thought. Robert Kocharian said: "The Republic of Armenia has expressed its
position, the recognition is important for the prevention of the crimes of the
genocide. We remember the past with a grate pain but without hatred. It is difficult
for us to understand the reply of the Turkish part, which doesn’t only refuse
the past but also blockades the present Armenia. The responsible part for the
crime is angry and not the victim. We are sure that the international recognition
of the Genocide will help Turkey to resign itself to the past, to surmount a complex,
which forms new obstacles in the relations of our neighbor peoples".The
