THE
NA CHAIRMAN THINKS THAT THEIR "MORALIZING" HAS GIVEN RESULTSThe
NA chairman Arthur Baghdasarian during of which all detections done by the NA
Controlling chamber was produced. It was found out that the Controlling chamber
has worked rather hard and a serious amount of money has entered the state budget.
Before producing the facts Arthur Baghdasarian said that those who infringed the
laws had to be punished. 63 warning letters were sent to some officials, 35 written
applications, 7 executions has been realized on the administrative infringements,
3 criminal cases have been brought and a sum of about 79 million Drams have been
restored in the state budget.Written applications have been sent to five Ministers:
to the Minister of Coordination of Territorial Administration and Infrastructure
Operations, Nature Protection, Transport and Communication, Education and Science,
Energetic. One of the executions refers to illegal exploitation of mines. One
of the brought criminal cases refers to the manager of "Argine" LTD
for wasting state resources. Arthur Baghdasarian said that 79 million 559 thousands
money have entered to the state budget and the restoration of the rest money was
in the process. 342000 USD have been restored. "Summarizing we can say that
520000 USD have already been restored. As you saw ways of legal interference have
been used towards the Ministers, heads of communities and other officials."
The NA chairman hoped that policy would be continued to reveal all abuses and
to institute criminal proceedings against the guilty persons. It was also said
that the credit policy had also been realized unfairly. In particular credits
have been divided to the governs /marzes/ not evenly. This unevenness worries
the NA chairman. "Aravot" was informed whether this revealing had
been discussed in the sitting of the coalition because nowadays the coalition
colleagues give employment by the partial principle in all state structures and
this means that the members of ARF, RPA and Orinats Erkir are also infringers
of law. So what it happens? Do they punish themselves? The responsibility for
the Government is theirs, isn’t it? Arthur Baghdasarian didn’t like that question
and he gave the following answer: "First of all I don’t share the standpoint
that the heads of administrations are appointed by the coalition principle. The
Ministers, yes, are appointed by the coalition principle, Ministers are appointed
by the coalition principle in 30 countries of the world. Second, yes, the mentioned
omissions refers to three parties of the coalition, I repeat once more, we don’t
leave in Brejnev’s times. If there are omissions, it must say about it and fight
against it. And if there are guilty persons they must be called to account."
The NA chairman said that we must achieve " not to limit the human rights
by the authority but to limit the authority by the right."Margaret
