THE MEETING OF CO-REPORTERS WAS USEFUL

The reporters
of the CoE monitoring commission on the Armenian issue Yerji Yaskernia and George
Kolombie met a lot of Armenian officials yesterday. But the most important was
the meeting with the representatives of "A1+", "Noyyan Tapan"
and NCTR.The Minister of Justice David Haroutiunian informed to "Aravot"
that the co-reporters were stressing mainly on "not punishing the pre-electoral
infringements. The second issue referred to the administrative arrest and replacing
the establishments which realized it under subordination of the Ministry of Justice.
And the discussed third theme was the Constitution, the principle of the authority
separation." To our question what Mr. Haroutiunian answered about not punishing
the pre-electoral infringements he said: " I noticed that it wasn’t the problem
of the Ministry of Justice".And the Minister of Foreign Affairs Vardan
Oskanian answering to our question whether the co-reporters aren’t worried about
postponing the date of Constitutional referendum till Autumn said: "I haven’t
spoken about dates. Perhaps that question had been discussed in the NA or other
instances. We have spoken about various versions of the referendum and Constitutional
reforms."The NCTR President Grigor Amalian denied the supposition that
he had refused from the trilateral meeting. Anyway that meeting took place lasting
about 2 hours. All sides had the opportunity to give their opinions. Mesrop Movsesian
was interested why Grigor Amalian didn’t produce the reasons of refusing "A1+"
in 8 competitions. And how did it happen that the professional personnel of "A1+"
which had the experience of 6 years lost to a TV Company which declared that it
was going to work with the personnel of "A1+". On the occasion of Grigor
Amalian’s answers the following information published in the "A1+" Internet
side, as if hearing those answers George Kolumbie said: "Your answers aren’t
convincing and satisfying. The situation of mass media in Armenia may cause serious
problems in honoring commitments towards the CoE". Mr. Kolombie also mentioned
that he was going to inform about it to the officials of high rank in Armenia.
But Grigor Amalian denied that information: "The co-reporters haven’t given
such an appraisal on our dissatisfied answers. And in general there wasn’t sounded
any appraisal at all. George Kolombie simply expressed a thought that it doesn’t
reflect on the general atmosphere and in general on the authority of the country
irrespective of the reality and the essence of the problem".Asking to
mark the efficiency of this meeting the NCTR President said: "I wouldn’t
like to give a mark to the initiation which isn’t mine as the aim for what this
meeting will serve later is obvious for the initiators. At any case I think it
was useful as we gave opportunity those people who had to listen to the standpoints
separately give immediate answers on the current questions. I think the meeting
was also useful for the representatives of "A1+" and "Noyyan Tapan"
as it would not be out of place to hear once more substantiation on some issues".By
the way the advocates who produced the suit of "A1+" in the European
Court of Human Rights were also present in the meeting. Tigran Ter-Yesayan who
took part in the meeting interpreted that we can conclude from the Kolumbie who
marked that the deprivation of these broadcasters of the frequency effects negatively
on the reputation of Armenia wasn’t satisfied with the produced substantiation.
He also considers that not winning in the 8 competitions of "A1+" and
4 competitions of "Noyyan Tapan" "isn’t honorable for the authorities
of Armenia on the occasion of free speech and policy carried out towards TV Companies".Anna
