The
Minister of Defense Serge Sargsian addressed this question to the Russian delegates
yesterday on the occasion of the establishments given to Russia by the project
"Estate instead of debt"."All these establishments are
freed from taxes, what other privileges do you want?" This question was produced
in the 9th session of the inter-Parliamentary commission of collaboration between
the NA of Armenia and RF Duma. It was said when the chief of the agency of the
RF state property Yuri Borisov speaking on the project "Estate instead of
debt" said that tax privileges must be given for re-operating those establishments.
The cochairman of inter-Parliamentary commission the member of RF Federal council
Nikolay Rijkov mentioned that discussions "were rather sharp" the disputes
were strong, "The parties had serious demands from each other."The
NA deputy chairman the cochairman of inter-Parliamentary commission Vahan Hovhannisian
mentioned in the session of the commission that only thermoelectric station of
Hrazdan was in the profitable condition among the establishments given to Russia.
The remain establishments don’t work or work badly, the number of workers has
been decreased, investments aren’t put, only Armenian establishments do some orders.
He mentioned that the re-operation of the establishments was a problem more political
than economic. Nikolay Rijkov repeated the last thought in the interview adding
that they wouldn’t like to make an impression that Russia had no wish to operate
those establishments.Answering to "Aravot’s" question Vahan Hovhannisian
elucidated the essence of mutual demands: "Certainly the Armenian side isn’t
satisfied with the course of re-operating those establishments and the most important
with the lack of orders." According to him some Russian laws make difficult
to give orders to those factories: "For example they have a law about state
order where there are standpoints which refers to the military industry. And that
law hasn’t simply provided a way of giving order to the factories out of the RF."
Mr. Hovhannisian also said: "The Armenian side produced rather clearly that
the possible concessions have been done in connection with taxes and customs duty
and no factory can work out of the laws of Armenia."The second question
included in the agenda of the commission were the relations between the RF South
Federal region and Armenia round of which a sharp discussion took place. The president
of ARADES Grigor Kharchenko mentioned that the Russian businessmen especially
from the South federal region saw serious dangers in case of business relations
with Armenia, as they were afraid of not free rivalry by objective or subjective
reasons. Vahan Hovhannisian declared about it in the press interview considering
that declaration as a serious alarm and "a very serious problem inside our
