GRECO REVEALS THE LEGISLATIVE GAPS

The
chairman of the commission of monitoring on realizing anticorruption strategy,
the President’s advisor on the issues of fight against corruption Bagrat Yesayan
elucidates.We have already informed that the delegation of experts of the
group of countries fighting against corruption is in our country round the anticorruption
monitoring in Armenia. They were interested beforehand that what problems
appeared during the realization of the project of anticorruption strategy. To
our question what he has answered Bagrat Yesayan said: "The question was
that if there were obstacles or whether the activities mentioned in the project
of anticorruption strategy had been postponed. But our examinations showed that
only an arrangement hasn’t been realized. To our question if it isn’t problematic
for the experts of GRECO that no serious case in connection with the corruption
hasn’t been revealed in Armenia since the formation of the council fighting against
corruption the President’s advisor answered: "The visit o the delegation
doesn’t connect with the revelation of corruption. The monitoring refers to 7
basic principles from 20, which refer to legislative settlement in various spheres
and the authorities of different bodies, to the principle of the balance of authorities,
the possibility to avoid of corruption crimes etc."The experts of GRECO
try to assure that the bodies, which are responsible for preventing, examining
corruption and establishing justice, are independent and free from illegal influence.
"And have effective sources gathering proofs, protecting persons who assist
the authorities in fighting against corruption." Beside it they also try
to assure that the tax bodies participate in the fight against terrorism "in
particularly refusing tax permissions." GRECO also wants "to be sure
that the rules which refer to the rights and obligations of state officials take
into consideration the demands of the fight against corruption and suggest correspondent
and effective measurements."To what conclusion the experts of GRECO have
come will be clear in some months when their report will be ready. But to the
question if a monitoring is foreseen that how effective the fight against corruption
is Bagrat Yesayan answered negatively: "GRECO doesn’t have a mechanism to
hold such a monitoring. But there is an experience what commissions other countries
have been given. These concern with the systematic changes, which aim to reduce
the corruption risks in the police, court, customs and tax systems. They will
try elucidate those gaps which exist in our legislation and Armenia will get commissions
