The
Dashnaks of Artsakh accuse the Prime Minister Anushavan Danielian of preparing
for rigged elections. According to the RN "Electoral Code" the
Central Electoral Commission published the general number of the voters in Karabakh,
which is 89576 by the proportional electoral way and 87548 by majority electoral
way. The chief of the Central Electoral Commission Sergey Nasibian explained this
difference in this way: " Our military men take part in the proportional
elections but they don’t participate in majority way of elections". According
to the appraisal of "ARF-Movement 88" bloc the legality of these elections
is already threatened. They mention in the letter addressed to Anushavan Danielian
that "state officials leading by the PM have organized some rude interference
which prevent the natural process of the elections and infringe holding elections
by democratic norms. We think that such a process is profitable for Azerbaijan,
which will try to declare all over the world about non-democratic elections in
Artsakh and all this will damage our state reputation. On another hand we think
that you try to keep your authority as long as possible". The delegation
of the bloc also met Anushavan Danielian and according to the ARF organ "Aparaj"
the PM hasn’t denied that he has received reports on the occasion of produced
facts but has promised that he will follow to hold transparent and democratic
elections with all responsibility.The "ARF-Movement 88" bloc has
already published the facts about illegalities of the leadership. Some of them
are simply amusing. For example, it is mentioned that the principal of the Khnatsakh
village refused to meet the candidate of deputy motivating that he is busy till
19 of June. It is also mentioned that the Democratic Party has spread propaganda
information where the place of publishing is mentioned. There are also facts about
other serious infringements for example the head of Askeran administration has
taken part in the pre-electoral campaign at work time. Sergey Namibian said
to us that the "ARF- Movement88" has handed in 3-4 applications: "It
refers mostly to the propaganda in the army." As regards the participation
of the members of the Government in the propaganda the CEC chairman insists that
the mentioned persons in the application are in holiday and have right to take
part in the elections according to the "Electoral Code".The CEC
is going to send two applications of the "ARF -Movement 88" to the court
today. Sergey Nasibian detailed that those referred to the road construction Mushkatak,
Vazgenashen and Verishen villages and the participation of some military men in
the propaganda. There aren’t written complaints from other political powers of
proportional way of electing. And on the occasion of the complaints of the candidates
of majority way of electing Sergey Nasibian said: "Some facts must be mentioned
otherwise if we turn to the court that there is something in the general sphere
the application will be turned back. And the CEC doesn’t have the opportunity
