The
head of Azerbaijani delegation in OSCE Sitar Safari has produced a new project
of resolution called "Armenian-Azerbaijani, NK conflict", which will
be discussed in the OSCE PA session from 1-5 of July.It is mentioned in
the project of the resolution that the OSCE PA expresses regret that "the
Armenian-Azerbaijani conflict hasn’t been settled yet which has brought to the
occupation of the 20% of Azerbaijani territory including Karabakh and 7 regions
round it and turned about 1 million deported inhabitants into refuges."Some
positions from the international documents are underlined in the project according
to which the friendly relations among people and nations must be based on the
basic principals of independence and territorial integrity. The resolutions of
the UN Security Council in 1993, which demand to withdraw the military forces
from "the occupied territories of Azerbaijan are mentioned there".According
to Satar Safarov’s project the OSCE PA must approve those principals of the settlement
of the NK conflict, which were formed during the OSCE Lisbon meeting in December
1996 by the OSCE current president. There are also mentioned other international
documents by which the inter ethnical conflicts and the formation of the "zones
of illegalities" are condemned.Finally the PACE resolution – Atkinson’s
report is also mentioned in particularly that part where "The major part
of Azerbaijan’s territory is still occupied by the Armenian forces and separatist
forces still continue to control the NK territory".If this project of
the resolution is adopted the OSCE PA must worry about "constant breaking
of cease of fire, in particularly from the beginning of 2005 the result of which
are victims from military men and common citizens.And now "there is a
deep anxiety in connection with the facts of resettlement of civil persons by
Armenia in the occupied territories of Azerbaijan which was affirmed by the OSCE
fact collecting mission."Another deep anxiety refers to the bad conditions
in which the refuges deported inhabitants are. By the way it is suggested to the
international community in the final part of the document not to stop the humanitarian
assistance.The OSCE PA, according to the project of the resolution must call
Armenia and Azerbaijan to realize the decisions of the UN Security Council and
other international organizations "in particularly to prevent the hostilities
and withdraw all military forces from the Azerbaijani territories."Satar
Safarov calls to the OSCE Minsk group to activate the efforts to reach to the
political agreement "which will give an opportunity to provide for the safe
return t their permanent places of living." Besides it is called to the national
delegations of the member countries of Minsk group produce annual information
on the peaceful settlement of the conflict. The Assembly must also call to Armenia
and Azerbaijan to produce each other "suggestions correspondent to the famous
principals of the constructive and international law round the peaceful settlement
of the conflict."And the last point of the resolution’s project is that
the OSCE PA takes a decision to continue following the process of peaceful settlement
of the conflict and to discuss this issue during the annual session of the Assembly
