HERE IS SUCH A "COLD WAR"

The
head of ULP group Gurgen Arsenian said on the occasion of the project of constitutional
amendments in his interview given to "Noyyan Tapan" on 2 of June that
the coalition didn’t have political will for carrying out real reforms. Otherwise
the coalition could do it during previous 11 months and not only giving promises;
"The coalition doesn’t believe that they can come to power with the assistance
of people if real democracy establishes in the country".Three months
later the ULP group pained a lot of compliments addressed to the project of the
coalition in the special session as if there is essential progress in it. Gurgen
Arsenian answered to our question if he was wrong in his remarks about lack of
political will of the coalition. "We weren’t wrong in arguing the events
and composing our thoughts. We have seen that we have a document in the result
of first reading, which doesn’t correspondent to our approaches, principles and
honored commitments. We have argued the reality of 11 months. But various reasons
made the political powers to realize that it is time to express their position.
I stressed in one of my speeches that now we see essential amendments in the text
but if the way of thinking has been changed or not, it must be proved by actions.
We think that the organization of propaganda in the future will give us opportunity
to remark if the way of thinking has been changed or it was a forced step for
avoiding of the pressure of the international community."The head of
RPA group Galust Sahakian declared in the parliament that in reality they had
yielded to the pressures of the ULP group and "People’s deputy". Certainly
it was pleasant for the 6 deputies of the ULP, which was expressed, in the further
speeches of those deputies. But if the compliment of the leader of majority has
any connection with the reality. Especially in those circumstances they had produced
their project of amendments as a proposal for the project of second reading as
the deputy of ULP group Grigor Ghonjeyan said but the ULP hadn’t been mentioned
in the list of proposals. "Answering to Galust Sahakian’s declarations I

Arsenian mentioned. But he also said that about 60 % of their approaches has been

ULP declared before the last voting in the special session that it insisted on
the necessity of some principal problems. First of all to regulate the process
of alienation of property coming from state and public interests. Second, to attach
by the Constitution the voting right of double citizens. Third, to consider the
initiator of the referendum not only the RA President, NA but also a certain part
of the people in case of existence of signatures. Grigor Ghonjeyan even elucidated;
" The ULP thinks that issues of resignation can’t be put on referendum."
It was too necessary elucidation answering to which Tigran Torosian said that
they didn’t have right to add a new article in the project discussed by second
reading though "the proposal itself is worth for a great attention."
Let’s notice that proposal has been made both by the "National Unity"
and Arshak Sadoyan and has been refused. The ULP also stressed on the most important
problem for them; "Simply the voting right is attached in the third chapter
of the Constitution, including during the elections of community leaders and the
indirect position on Yerevan, according to our deep conviction it opposed the
direct right of voting. Our Constitution doesn’t foresee indirect voting right."
But in case of existence of all these principal problems the ULP voted for the
