hasn’t developed during last two years,"- the director of the institute of
Caucasian media Alexander Iskandarian expressed his opinion during the discussions
on "Foreign political developments" theme initiated by the "Agreement"
political researches. According to him what happens in the region are demonstrations
of the events, which began in 1990s. He considers the NATO and EU enlargements,
the US "fight" against terrorism, the Iraqi events, developments round
Iran and its nuclear project, the change of RF role in the region, the existence
of Baku-Jeihan, the withdrawal of Russian military forces from Georgia etc predictable
and logic process. The foreign policy of Armenia towards these challenges isn’t
clear by Mr. Iskandarian’s appraisal; "It is often reactionary, we reply
to the events when they are already over."The core of other opinions
was the same for the lack of foreign political concept and in the result of not
putting the problem of national security in the base of foreign policy the foreign
policy of Armenia often finds itself in discrepant situation. ‘Our foreign policy
begins and ends with Serge Sargsian and Robert Kocharian. The Ministry of Foreign
Affairs can make a beautiful declaration but as these two persons won’t like it,
Vardan Oskanian will have to make great efforts and explain what "occupied"
word means," the member of "Armat" center Vahagn Khachatrian said.
The head of department of political projecting at the Ministry of Foreign Affairs
Sarmen Baghdasarian had to oppose to these criticism.The last report of "International
Crisis Group" was stressed on the occasion of the NK problem in the context
of geopolitical developments during the discussion. Opposing to David Shahnazarian
and Alexander Iskandarian the former press secretary of the President Levon Zurabian
considering important and underlining the positive intentions of the report advise
to admit it as "ICG" document and not as a change of attitudes of international
community. The former Minister of Foreign Affairs Vahan Papazian said to "Aravot"
on that occasion; "I don’t think that there is a turn, especially a strict
turn. As the "ICG" experts are free in their way of thinking and steps,
they aren’t politicians, aren’t practical diplomats, certainly they can allow
themselves to propose more exact solutions. But it doesn’t mean a strict turn
at all. Let’s admit that however it is interesting from the standpoint of practice
diplomacy it can’t have influence on the process. But there is a problem that
publishing such reports can make an influence on the public opinion. If the public
opinion is interested in it and in the countries like ours that opinion can cause
a real influence on politicians in taking decisions. I don’t see it; the public
opinion is rather passive both here and in Azerbaijan and the RNK. And even if
it is active, I don’t think that the public opinion will have an essential meaning
on taking a political decision. We come to the same question; whether the authorities
want to solve the problem. If there is a wish diplomats will always find formulating."Nelly
