SUCH AN "ATMOSPHERE OF ROUND DANCE

October 19,2005 00:00

Perhaps
it is symbolical that "Justice" began its anti-propaganda to the constitutional
referendum just from Aragats where the round dance of unity was organized and
between the atmosphere of which and referendum Robert Kocharian drew a parallel. This
first meeting was organized in the former center of Aragats- Tsakhkahovit but
the inhabitants of Geghadzor asked to visit the village their candidate Stepan
Demirchian. The news about visit was enough for the policemen and officials
of security to order people not to come out from their houses. Anyway 50 from
300 inhabitants of the village took part in the meeting. To the first question
of Stepan Demirchian "Are you acquainted with the constitutional amendments?"
the villagers who haven’t read the project answered; "We think that "no"
is better", "We’ll say "no", we guarantee that, for the remain
you are responsible. But they are afraid for their "no" to become "yes"
for the authorities. The leader of "Justice" bloc concluded from
all these that people have already been oriented and there is no need for propaganda;
"People aren’t interested in it expresses its complain saying "no".
Anyway he produced additional argumentations for proving their position. "These
authorities didn’t take any step for the formation of atmosphere of confidence.
We were demanding /the CE was also demanding/ to punish those who rigged the elections
and those who used violence,"- Stepan Demirchian mentioned. -Beside it, there
are also exceptions in connection with the content. Certainly, this authority
is the first that infringes the Constitution but there are points which aren’t
admissible for us."Both he and his attendants, deputies from "Justice"
group Albert Bazeyan, Aram Gaspary Sargsian, Grigor Haroutiunian and Tatul Manaserian
declared during these meetings their dissatisfaction on the project of the constitutional
amendments which referred to the personal immunity of the president etc. According
to the 81 article of this project the National Assembly can change the state border
of Armenia by the president’s proposal. It is inadmissible for us, only for that
point we can say "no". That right must be given only to the people by
referendum,"-Stepan Demirchian said. And the leader of Democratic Party
of Armenia Aram Sargsian chose the question-answer style; "When are you thankful
to the authority. When it satisfies your needs and in that case you trust in the
authority, go and vote in the way as it says. Are you satisfied with nowadays
authority"? "No", – about 200 inhabitants of Tsakhkahovit cried.
Do you have any reason for saying "yes"? "No", – they answered.
And Aram Sargsian concluded; "So you must say just that "no". The
DPA leader explained that if that was failed like the referendum in 2003 "the
international community won’t trust in this authority anymore as the people don’t
trust in it".Stepan Demirchian was also stressing an argumentation that
those who have rigged the elections speak of European values. He admitted that
some amendments "are formulated nicely on paper", they are positive
"And if they were put separately a lot of points could be said "yes".
But he again stressed that all these doesn’t have any meaning; "The constitution
has become a piece of paper in our country. Where is the guarantee that this changed
Constitution will be realized? We saw these last elections with murders, open
voting etc. What has been changed? So first of all another thing and not the Constitution
and the "Electoral Code" must be changed. As a group of people prevent
development of our country and not the Constitution and they must be removed,
dismissed."Anna Israelian
