The
price of removing Shavarsh Kocharian from the Armenian delegation of PACE is also
the circumstance that the matter of illegalities during the constitutional referendum
won’t be discussed in the PACE.The sitting of the OSCE monitoring committee
was held in Paris yesterday in the agenda of which was the massage of the reporter
on Armenian issues about the results of monitoring of the constitutional referendum
George Colombie. We must mention he is alone because next reporter on our issues
Yerjy Yaskernia hasn’t been reelected in the parliament of Poland so he isn’t
a delegate any more in the PACE too. A new reporter must be appointed on the issues
of Armenia. The member of Monitoring committee Shavarsh Kocharian informed us
about it who was taking part in the PACE discussions for the last time.He
said about discussing the Armenia issue; "A written information was produced
which was a small report produced by the OSCE observers but not by Colombie. The
monitoring group had enlarged the message, which had been produced in Yerevan.
There were anxiety and questions in Colombie’s produced report for example the
observers had recorded the participation of 280 persons but then they have learned
that 800 persons have voted there. In general there was distrust towards the number
of participants. A question was asked during the sitting who could turn to the
Constitutional Court, is there any limit."Shavarash Kocharian told that
Colombie hadn’t made any certain proposal. "He was asked what he proposed
to discuss separately the matter of the results of the referendum or to join to
the general report about monitoring our commitments. They finally came to an agreement
that he must make a proposal in the next sitting".All three Armenian
delegates of monitoring committee, Tigran Torosian, Armen Rustamian and Shavarsh
Kocharian were taking part in the sitting. We were interested whether the latter
hasn’t made any proposal to discuss the matter of illegalities in the constitutional
referendum separately in PACE. "There are mechanisms for it, it doesn’t depend
on proposals. But I can’t start a process which I have to leave incomplete."Shavarsh
Kocharian has been asked as a representative from the opposition for finding out
the remark about referendum; "I answered in short that the content is an
advanced step but the voting process is a step back. But I don’t express the standpoint
of "Justice" bloc first of all for the reason that the standpoint of
our party is different, and the second, I’ve already been succeeded, a new representative
will come who will express the standpoint of "Justice". We also asked
Shavarsh Kocharian about thePACE delegates’ attitudes towards constitutional amendments
or the happened illegalities have darkened it. Shavarsh Kocharian told; "
Many of them were admitting in non official conversations that they were in ambivalent
situation. On the one hand it is obvious for them that such a constitution create
for them better opportunities for the future. On the other hand they are worried
about such kind of referendum. They said who went to the referendum had to be
for that project but the whole matter is that how many people have gone to the
referendum. The figures which are produced are seemed impossible to PACE delegates."Perhaps
there won’t be discussions about Armenia in the PACE Winter session; "There
is no included issue in the agenda. And the special discussion is the problem
of initiators". We don’t think that the PACE new delegate Stepan Demirchian
