According
to the Public Prosecutor of Armenia Aghvan Hovsepian only three cases of electoral
falsifications were considered criminal.The PACE last discussions also
stressed the necessity on examining all affirmations of the falsifications round
the Constitutional referendum. And it was underlined in the PACE monitoring report
that "guarantees must be produced that persons won’t be elected as scapegoats".
And the CE General Secretary’s special representative in Armenia said to "Aravot";
‘Certainly CE considers that the affirmations round falsifications during the
referendum will be thoroughly examined. And this doesn’t refer to a small group
of their families". While the Prosecutor has sent only three criminal cases
with the facts of falsifications to the Court. "We have taken into consideration
all information about falsifications and they have been thoroughly examined. But
there were only three cases, which had criminal description. And those cases had
been sent to the Court. The Court has already condemned some of the organizers.
We expected that parties, public organizations and mass media will give us certain
facts, which will give reasons to bring criminal cases to certain persons. But
unfortunately we didn’t find out any other crime,"- Mr. Hovsepian said.While
"Iravunk" published a fact which we expected to get from media. Facts
on falsifications are also mentioned in the PACE monitoring report. The observers
were witnesses how the members of commission were checking the ballots of military
persons before setting seals. To our question whether the Public Prosecutor has
taken this into consideration Aghvan Hovsepian answered; "I have already
said my opinion about voting openly. I have mentioned that it is the right of
voter and not his obligation."It is also mentioned in the PACE monitoring
report; "The members of the delegation have found false almost similar signatures.
They witnessed persons who were voting with several passports and ballots".
The Public Prosecutor said to this; "There isn’t any concreteness even by
the PACE observers. Because if it was what passports or signatures it is spoken
about we’ll examine it by all means."But a reality which the PACE observers
have mentioned is obvious for the RA citizens; "Some polling stations in
regions and Yerevan were empty irrespective of the time of visit /the only exception
is the time of voting of military men".Anna Israelian
