THE SAME OPINION

September 20,2006 00:00

NA parliamentarian Shavarsh Kocharian has on those who has left “Justice” bloc.

– Mr. Kocharian, parliamentarians from the opposition and some independents ones gathered 27

signatures and turned to the CC to find out the constitutial way of some issues of the “Electoral Code”. What do you expect from the CC?

Our question is about a problem: the involvement of judges into electoral commissions. Their involvement opposes to the Constitution. It is our main problem. Next is about the staff of commissions. That staff is disbalanced, which allow using those illegalities we have witnessed for many times and warned by international organizations. If the CC examines our request and recognizes anticonstitutional those points, which we do, we’ll have an opportunity to touch the problem of commission staffs.

Your optimism simply surprises, if the parliamentary majority knows this very well and has signed below the draft of «Electoral Code» according to which the judges must be involved into commissions, why do you think that the Constitutional Court will do the opposite?

Frankly speaking, I have no reasons to think that the CC will refuse.

If your application gets a positive answer how will the problem of those two places in the commission be solved, whom will they be given?

I want to stress that the point isn\’t that those places belong to the opposition, we don\’t lose anything, we may win but for winning we need in united fight.

Anyway, you had an opportunity to make proposals during discussions of the draft of the «Electoral Code», have you made proposals and been refused?

We have produced our alternative draft. I think it will be better for the opposition to unify just round that project. You can make proposals but you should have total, conceptual approaches to the electoral system.

Your former partners Victor Dallakian and Tatul Manaserian weren’t for your initiation in the press, they even brought argumentations.

Those weren\’t argumentations, they proceed from persons and not from argumentations: if the initiator is this person, I am against.

Mr. Kocharian, you described Tatul Manaserian’s and Victor Dallakian’s action about leaving “Justice” bloc very strictly. Tatul Manaserian wasn’t late in his remarks. What opinion do you have?

I have considered Tatul Manaserian’s step about leaving the party as immoral and keep thinking so. It is my remark, and everybody has his conception of morality. In my opinion his action was an immoral step. My 15-year political experience has showed that Tatul Manaserian isn’t the first one whom I have met. Those are people who take some steps for personal interests trying to «bask in the sun» then they become evils for the society. Unfortunately Tatul Manaserian isn’t the first and won’t be the last one.
