Our NA nourishes warm feelings towards the roofs of schools and buildings before every election and asks for money from the government to repair them.
First, figures
The parliament adopted the budget of 2007 by 77 “for”, 3 “against”, 6 “abstained” votes in the special sitting yesterday. Parliamentarians who were present in “Justice” sitting were “against” and “abstained”, OEP and “NU” didn’t participate in the polling.
Minister of Finance and Economy Vardan Khachatrian mentioned that the government had got from the NA 441 proposals. But the government adopted only 110 proposals and gave explanations for 70 proposals. 261 proposals were refused.
Tell who is your president?
The circumstance which district the chairman of NA standing committee represents became decisive for his proposals about the budget. The proposals of the commission of defence, national security and internal affairs refer to Ararat region and Avshar community. As the chairman of the commission Aramayis Grigorian is one of the owners of Avshar wine factory. The proposals of the standing commission of the issues of science, education, culture and youth refer to Gegharkunik region. The inhabitants of Sarukhan village must be grateful to Hranush Hakobian as her proposals have been partly adopted.
RPA wanted but they didn’t give
The Republicans have made about 190 proposals about the budget 2007. The major part of those proposals refers to schools, roofs repairs, gasification, stadium buildings etc. The government hasn’t adopted those proposals with the following explanation: “the lack of estimate”. With the same explanation the RPA proposal about repairing “Goy” theatre was refused. It’s very surprising: RPA has a working experience with the government but doesn’t know that they must produce such documents to get money from the budget.
ARF thinks in other way
About 20 proposals from 50 made by the ARF have been included in the project of budget. ARF has proposed to add a new point in the law about the ARF budget: “To carry out activities for exporting the Armenian capital besides the policy of the involvement of foreign investments. Investments in neighbour Georgia will be encouraged, in particularly in the transport infrastructure of that country.” But the government refuse. Instead the ARF’s proposal to open a consulate in Batumi was adopted.
What about deposits?
The former member of the coalition, OEP has made 20 proposals the fate of which is easy to guess. One of those proposals will interest the population. “Taking into consideration the request of thousands of citizens, we suggest multiplying the amount of deposits, to 2 milliard Drams”. But the government has refused that request “taking into consideration the level of predicted budget and priority of expenses”.
