Yesterday, the CE  committee of ministers made a declaration where it like the rest of international instances and U.S. department of state criticized constitutional referendum held in Karabakh. It is said in the announcement that the “referendum”, which predicts the settlement of the current negotiations, can’t  assist the settlement of the conflict.
