\”NO RESISTANCE INSIDE THE COALITION\”

\"\"NA chairman Tigran Torosian declared during discussion of double-citizenship yesterday.

NA worked hard in the special sitting yesterday discussing some important questions at the almost empty hall /9-10 parliamentarians were the main participants of the discussion/, including the package on double-citizenship and the amendments of NA Regulation-law.

RPA was “against” being “for”

RPA faction was “against” being “for” in the discussions of the package of double-citizenship. Samvel Nikoyan declared: “They say, we should know clearly what we\’ll answer our compatriots from Diaspora before voting the draft of this law. But we are more obliged and it is much important what we\’ll answer the RA citizens, the primary RA citizens”. Gagik Minasyan tried to correct the situation declaring that there had been no negative speech about double-citizenship: \’I\’m sure that we have approached to the solution of that question and we have predicted its solution adopting the new Constitution.”
ULP faction leader Gurgen Arsenyan declared that it was honorable to be the RA citizen: “We consider the rights of RA people and RA citizens primary”. He also added that the RA was the only state of the Armenian people: “And we think that another country\’s citizens can\’t be the member of RA government. We mark it as the partial loss of the RA self -governing.” ULP also added that it would be against the draft. “Justice” faction secretary Grigor Harutiunian was also against saying that the double-citizen mustn\’t have a right for voting. “Rule of Law” and “National Unity” Parties won\’t participate in the polling, too. Only ARF is obviously “for”. Its faction leader Hrayr Karapetian declared that this parliament would become history by two issues: the adoption of constitutional amendments and item of double-citizenship. Tigran Torosian declared that nobody was against double-citizenship: ” It seems to the people that there is an opposition between ARF and other coalition parties. There is no opposition. I also want to remind that ARF hasn\’t produced the draft, the government has produced it. There is no discrepancy with the main problem, there are simply different views about details”. NA vice chairman Vahan Hovanisyan declared: “There can\’t be an odd and incomprehensible percent of double-citizens in the government when we have forbidden double citizens to nominate their candidacies in parliamentary or presidential elections.”

TV terror against the Parliament
The NA discussed the issue of making amendments and additions in the NA regulation-law yesterday, connected with constitutional amendments. The participants of the discussion spoke about the CC famous decision by which the coverage of the NA works on TV was frozen. “Rule of Law” faction member Hovanes Margarian said on that occasion that it was a “TV terror against the Parliament”. He also declared that that draft has been in the NA agenda by the regime of second reading for some months, and it is surprising why it hasn\’t been discussed yet; \’Wasn\’t there CC decision that time? It was. Why it wasn\’t discussed, why were we deprived of the institution of interpellation?” H. Margarian\’s questions remained unanswered. But he continued, saying that if the parliament adopted that draft four months ago there would be no problem then. Rafik Petrosian, the head of NA standing committee of state-juridical issues, thinks that the CC decision is not only against the opposition but also against the parliament on the whole.
Victor Dallakian noticed: “RA NA has found itself in the TC and Radio blockade for the first time in the history of Independent Armenia.”
The end of the sitting
The NA special sitting was over very unexpectedly: NA chairman Tigran Torosian declared at the end of the sitting that the agenda was expired, some voting have remained, including the voting of above-mentioned issues and there was an arrangement with the government to do it the first day of the NA special sitting starting on Monday.
