Is our overwhelming majority consistent to the implementation of written agreements?
The agreement about formation of a political coalition between RPA and “Prosperous Armenia” and the sign of agreement between the coalition and ARF made us remember the sign of such a document after the former parliamentary elections. RPA, “Rule of Law” Party and ARF signed a memorandum of political coalition on 11 June 2003 but it isn’t clear whether its items have been come true.
According to the 1.3 item of the memorandum the parties of the coalition realize that the “ for the effective activities of the political coalition efforts must be made to reduce discrepancies”. In addition to it the 1.4 item says, “At the same time the parties of the coalition realize that the collation of their projects must be achieved by the way of negotiations and mutual understanding”. While the whole working process of the coalition has passed in scandals. And we witnessed neither the “negotiation” nor the “good will”.
The principles of the coalition’s activities were being concretized by the memorandum of 2003. IN particularly it was determined by 3.2 item: “The parties of political coalition are obliged to jointly design mechanisms of administrative and moral public accounts of the high-ranking officials”. Nothing was done for such mechanisms. The ARF politicians tried to give public accounts for several times which the RPA didn’t like. But we know nothing about administrative or moral consequences of those accounts.
There are several items from the previous memorandum, which have been realized. The coalition’s project priorities have been determined which are constitutional reforms, “ the reforms of political, in particularly, electoral system for rising the role of parties.” The Constitution and “Electoral Code” were reformed, proportional seats were increased. But it is not clear whether other priorities of the coalition have been realized: “implementation of economic policy with social orientation, antimonopoly policy, fight against corruption and shadow economy”. Anyway, for the coalition of 2007 the fight against corruption and reduction of shadow economy are still prior.
