“Heritage” faction parliamentarian Anahit Bakhshyan\’s conclusions about their activities during the last six months.
– The role of the parliament and its control functions grew after the Constitutional amendments. In your opinion whether this NA assumes that role?
– No it doesn\’t. We record that the parliament infringes the regulation and sets a bad example of breaking the law. The NA simply approves the laws presented by the Goverment, it is a tool for the Government, instead of being an independent body which is mostly responsible for the formation of legal state, quality of adopted laws. We witnessed how the NA didn\’t implement its main, control function. The report of the Control Chamber should be discussed in the former spring session in 2006, which wasn\’t done, since we all know what happens 2-3 months before the elections, the NA work is simply destroyed. Being involved in the agenda, the reports of the Board of the Public TV and Radio Company, Central Bank, RA Human Right Defender, State Property Privatization activities during 2006 haven\’t been heard in the Parliament. This means that our society wasn\’t informed what happened in those spheres. I am sure that if there were interested discussions round those reports and fair conclusions were made, the heads of those spheres would be more sober.
– We should note that “Heritage” Party is the smallest fraction in the NA but it gives questions and makes speeches most of all. If there weren\’t your questions and speeches, the NA majority would finish its work in 1-2 days.
– They are even offended when we delay it. Unfortunately the draft is adopted by the number of pressed buttons.
– Does your presence exert its influence on changing the drafts?
– Our activities were effective enough, since we have made hundreds of proposals, and its major part has been adopted. But we could work more effectively during the last six months, and we would succeed if the NA worried about the parliamentarians\’ professional quality. I think that the NA role should be more obvious for the society, not only by the adoption of laws but by its control. And we worry about the NA role and don\’t want to work by that effectiveness. We can work more effectively, and the NA chairman is obliged to provide those conditions.
