NA former vice speaker Karapet Rubinyan has an apprehension that the authorities want to hide the crimes by new assignments in the military.

Mr. Rubinyan doesn’t think that the Ombudsman has overwhelmed his authority but “if he has even overwhelmed, you (the authorities – N.G.) answer his questions since the population wants to listen to your answers.” And more: “The public needed in the answers of those questions two months ago, now the public knows the answer of it and wants to legalize those answers and punish the guilty persons”,- NA former vice speaker says.
Since the authorities ignore the proposal of the opposition to form an independent commission comprised of authority, opposition and international experts who will investigate and detect the guilty persons of March 1 incident. The PACE summer session will be held soon, when the 1609 resolution about Armenian commitments will be heard. “Do you cherish hopes with the European structures in developing democratic processes in Armenia?” In answer to this question Karapet Rubinyan said: “I think that the European structures, in particular PACE did a lot of things in favor of Armenia, and development of democracy. The preconditions of the resolution come from the interests of our people. Now we will see what our authorities do before George Colombia’s visit which is scheduled in 10 days. If the number of political prisoners is reduced and steps are taken to form an independent commission, we can note that the authorities are on a right way. But if they insist in their opinion this will mean that they will do their best to extend the authority.” If the authorities refuse the opposition to have a mass meeting on June 20 but it takes place and the authorities use violence again, the latter will be responsible for it. “Our constitutional right is to hold mass meetings; this item is fixed in the first Constitution and still exists in this rigged one.”
