Will we find out everything after “the wedding”?
a. The National Assembly during three months of the regular session does not make a decision on bill that is perceived urgent by the cabinet decision;
b. During the regular session the National Assemble does not arrange a meeting for three months;
c. During the regular session the National Assembly does not make a decision on the issues that it discusses for more than three months.”
There is no line about the term after or before which the National Assembly can be dismissed. Basically, one can “make-up” the above-mentioned conditions, if he likes and thoughts that the terms are over and there is no possibility to dismiss the NA at all are meaningless. The supreme law of the country gives an opportunity, however that opportunity in all likelihood will not be used and judging from the opportunities of the government representatives the country is going for a regular election. Nobody can know what is on the president’s mind, particularly if he is not a chess player.
Naturally, the opposition forces must state that the only deliverance is an out-of-turn election and it is also natural that the government must claim that there is no need for an out-of-turn election. It is clear why the oppositional political forces long for an out-of-turn election, there is a concrete goal in that longing to reach the power in a faster and quicker way. It is also clear why the government continuously claims that there is no need for an out-of-turn election and generally out-of-turn things are no good, they prevent the country’s development, continuity etc. Will there be an out-of-turn election or not; that is a question that concerns and interests some people today. In any case, at this moment it is clear that the president of the country has no intention to dismiss the National Assembly and what is more to resign. And in this case may there be other developments? Judging from the developments of today there may be, since the government and the opposition (I mean the ANC) specifically today, after releasing Sasun and Nikol have such a warm relationship of mutual understanding that even if there is an out-of-turn election, it will be in a warm-friendly atmosphere. The only issue left is the Karabakh issue, but it cannot be a reason for an out-of-turn election either, because nobody intends “to sell” Karabakh and the opposition knows about it better than anyone does. And other statements are just political and are dictated by the fact of being in the given field and nothing more.
Yesterday we tried to address a question about the possibility of an out-of-turn election to a leader of one of the ANC member parties; the latter did not want to answer that very question and joked, “The rest at the next class.” From private conversations it became clear that even the ANC members cannot imagine how an out-of-turn election is possible, and we are left to guess that “we find out about things like this only on the wedding day”, as the character from the movie “The Caucasian Hostage” would say. So even if some unexpected developments occur, two people will know about it in advance.
Answering our question about the possibility of an out-of-turn election an independent MP of the National Assembly Viktor Dallakyan said, “Probably a situation has been created in
