What was the difference between the package of “A1+” and the applications of other TV companies?

“Aravot” has already informed that “ARTICLE 19” human rights organization located in London, the goal of which is defending and supporting the freedom of speech around the world, gave an analysis of the report made by the YPC (Yerevan Press Club) on the results of the licensing competitions in Armenia. And in the subsection called “The Attitude of the NCTR” of this analysis, after concluding that no company participating in the competition “submitted complete financial calculations and realistic predictions of their financial condition”, “ARTICLE 19” perceived surprising that the package submitted by “Meltex” Limited was denied for the reason that “most of the documents verifying the availability of the necessary financial means are falsified and groundless.” There is an obvious mockery in the analysis, “It would be strange to see how the groundless documentation submitted by the successful applicants differed from the one of “Meltex”.
