The oppositionist is convinced that the biggest National Congress in the world was in India, but they did not have such achievements as the Armenian Congress
Next Tuesday the fourth meeting in the scope of the Armenian National Congress-government coalition dialogue will take place, where this time, as it is expected, will be discussed the issue on the agenda proposed by the ANC, holding the pre-term presidential and parliamentary elections and taking necessary actions for holding those fairly and lawfully. Both negotiating sides, on the level of the delegates, have been satisfied with all three meetings so far. Are the forces, parts of the ANC satisfied? Yesterday “Aravot” had a talk with leader of the Motherland and Dignity Party, part of the ANC, Garnik Margaryan. The latter, who is a member of the political council of the ANC, first stated that the dialogue initiated by the ANC and what our society witnessed that day were unprecedented and positive phenomenon during 20th-21st century that “has not taken place in any society”. “This is a classical version and will make history in a positive sense as a political process. This is a result of the work of the Congress and particularly Levon Ter-Petrossian. If he had not undertaken that job and had not moved it forward so calmly, I do not think that anybody else could have achieved such a success.” And in response to the question what success has already been achieved, G. Margaryan explained that at the second meeting of the ANC-government negotiations the government delegation had already affirmed the issue of the pre-term election as an issue on the agenda and its discussion, “Accepting itself clearly shows that the authorities are not able to continue this way, because it has already come to the issue of the country’s existence.” The oppositionist mentioned at the same time that the authorities followed the events taking place around the globe, in particular in the North African countries, they saw that even people having president of Egypt Mubarak’s merit were carried to the court in a stretcher to hold responsible and now Serzh Sargsyan, according to G. Margaryan, “has chosen the way of getting out of the game softly and peacefully.” So does making the issue of the ANC agenda a subject of negotiations mean that the authorities have already accepted the offer of the ANC to take the path of the pre-term elections? Reacting to this question of ours, the party leader stated that the issue on the ANC agenda had not been accepted by the government negotiators, but Serzh Sargsyan; they were just the people who realized what he said and added, “If he (S. Sargsyan) did not say that he was going for pre-term elections, that agenda would not be formed, would it?”
Maybe the authorities have accepted that agenda to only create an imitation of negotiations, to mark time. At the end of the day, the representatives of the Congress themselves voiced such notions at the latest rally of the ANC, saying that they did not believe in the honesty of the authorities to carry on a dialogue, that it was just a bluff etc. “I have my own opinion and I stated that after the very first meeting of the delegations, also at the ANC political council; the Congress must be ready for such developments too, once the government would try to mark time, to put off the negotiations and reach the end of the year and say that in just a few months the parliamentary election will take place. One must be ready for this too”, said G. Margaryan. And what does it mean to be ready? According to the latter, taking into account Levon Ter-Petrossian’s statement, to start the pre-term processes in September and finish them in October, one must prepare the ANC members, political forces, and the people and under their pressure make and force to resign and hold pre-term elections. And this is absolutely possible. G. Margaryan was convinced that the pre-term presidential election would take place in Armenia before the end of the year, “I do not only think so, but also every one of us, the citizens of the RA, has to contribute to that end, because it has come to the issue of our national security and existence. Levon Ter-Petrossian said during his speech at the ANC rally that the deadline for the dialogue was September, after which the further steps would lead to certain unpleasant developments. He has said lots of times that our country does not need shocks, but the situation is catastrophic – we have a serious demographic problem, therefore the ANC has to take every step to change the situation and it is justified. The first item, restoration of the constitutional order, of the declaration adopted by the ANC three years ago to change the government and to form a legitimate government, must be realized; if we do not do that, we will be criminals next to the authorities in the eyes of our people, history and future generations.”
