The Ministry of Culture is on the last place

Today Ashot Melikyan, the Head of the Commission on Freedom of Speech Protection (CFSP), presented the monitoring of our state bodies’ websites at “Hayatsk” (view) club. They assessed how transparent, prompt, available and complete the websites were. According to the standards, the website of the Ministry of Culture was found the worst website among the websites of ministries and adjunct bodies of the Cabinet, the websites of the Police and the Ministry of Energy were among the worst. In response to the question of Aravot.am “what was wrong with the website of the Ministry of Culture that it was ranked the last?” Ashot Melikyan said, “It is the most complex website, technically uncomfortable, complicated.” Mr. Melikyan explained that if a man gets information from the website after more than three clicks on the mouse, it decreases the grade of the website. The monitoring group was happily surprised by the website of the Ministry of Territorial Administration. Unlike that Ministry, the Ministries of Diaspora and Culture have worsened the transparency of their websites since the initial observations of CFSP.

The worst website of the regions is that of Gegharkunik that did not open at first, after opening did not include much information.

In Mr. Melikyan’s opinion, “All websites lacked the information on budget implementation. They exist at the expense of taxpayers and taxpayers have the right to know on what the given body spends the budget finances. Besides, the procedure, the terms of holding competitions for vacant offices are not open. One doesn’t know whether they are held based on kinship relations or free competition.”
