There is a demand in Article 3.2 of Resolution 1837 of the OSCE called “The Functioning of Democratic Institutions in Armenia” that in the event that individual responsibility for the 10 deaths cannot be established, the reasons for this should be fully explained in the report of the investigation.
In response to “Aravot’s” question whether those reasons had been explained in the informational message of the Special Investigation Service about the work, results and problems of the preliminary investigation on the events that had taken place on March 1-2 in the capital, Andranik Kocharyan, a former representative of the Armenian National Congress (ANC) in the Fact-Gathering Group, said, “I don’t think so at all. I haven’t seen any reasons for not revealing in this document. After the well-known consultation with Serzh Sargsyan, perhaps it was necessary to show that there had been another roughly 500 interrogations. Actually it doesn’t mean anything, because the deaths remain unrevealed. As for the nonsense concerning Tigran Abgaryan that was put forward at the time, as a result of someone’s shot, being injured because of a sniper’s shot and in regard to that person’s disappearance, it will make the same European organizations laugh, if anyone seriously reads that document. Not to mention that this document itself contains very offensive definitions regarding the dead.” Pointing out those offensive definitions in the SIS message, at our request, Andranik Kocharyan said, “The offensive thing is that instead of revealing the circumstances of their death or explaining why those are not revealed, they represent the victims as criminals, members of a group of criminals, whereas it was necessary that they revealed those murderers whose shots resulted in those people’s death in the first place. It is the worst thing in this document for the relatives of the dead and also for our whole society.
And the message doesn’t contain anything. This is a document on how one can implement a process of non-revelation for four years and try to explain it through various ridiculous commentaries. And the last biggest nonsense is the existence of this document.”
