The Freedom of Information Center (FIC) has presented the list of officials that violated the right to freedom of information in 2011. They will be included in the “black list.”
- Armen Yeritsyan, the Minister of Emergency Situations of the Republic of Armenia
- Seyran Ohanyan, the Minister of Defense of the Republic of Armenia
- Artur Gevorgyan, the Head of the Information and Public Relations Department of the Yerevan City Hall
- Sasun Safaryan, the Headman of the village of Aygedzor
- Stepan Aslanyan, the Director of Ashtarak Kat Close Corporation
- Tigran Vardanyan, the Director of Dustr Marianna LLC
- Boris Makichyan, the Rector of the Northern University
- Arman Khachatryan, the CEO (already former) of HayPost Close Corporation
- Armen Tadevosyan, the President of Hamalsaranakanner Joint Ownership
- Arman Mesropyan, the President of Yeryak Joint Ownership
- Vardush Kinkladze, the President of H & H Joint Ownership
- Karine Khachatryan, the President of Van Joint Ownership
This time, the “white list” of 2011 begins with Harutyun Kushkyan (the Minister of Healthcare) who was formerly in the “black” list.
Immediately after publishing the “black list,” the Ministry of Healthcare responded to the request of FIC. Furthermore, the ministry worker who was responsible for the fact that the institution appeared in the “black list” of the quarter, received a reprimand; Minister Harutyun Kushkyan also publicly stated that they would ensure that the information was always given in time.

Sargis Gharakeshishyan (the mayor of Stepanavan) left the request of FIC, by which FIC requested the copy of the decision made by the Stepanavan Town Council, according to which the council provided for the amount of money that should be paid for the provided information; 500 AMD for one page, unanswered. After being included in the “black list” of the first quarter of 2011, Stepanavan Town Council declared void the decision made by the council (no. 19-Ն), according to which the town hall provided one page of information for 500-AMD payment, on its own initiative. Stepanavan Town Hall also gave a full response to the FIC request.
