The Armenian National Congress (ANC) members are absent for the Yerevan City Council meetings, but they keep the seats

The Armenian National Congress has decided to participate in the Republic of Armenia National Assembly election. However, the Congress members who won more than ten seats in the Yerevan City Council boycott the work of the council and don’t attend the sessions. Taking this into account, we asked Tigran Mukuchyan, the president of the Central Electoral Commission (CEC), whether the CEC of the Republic of Armenia did not consider terminating the powers of the Congress members, elected to the council. Mr. Mukuchyan said that terminating the powers should be done according to the procedure provided for by the law. If there is such a thing, the CEC will state the fact in the framework of its powers.

Let us remind that according to Article 20 of the Local Government in the City of Yerevan Law, “The powers of the council members are terminated before the term, if:

1)     The powers of the council are terminated,

2)     He has lost the right to be elected to the community council,

3)     He has been declared missing or dead, according to the ruling of the court that has come into effect,

4)     He has applied for an office incompatible with the membership in the council,

5)     He hasn’t informed the mayor in written about assuming the office incompatible with the membership in the council within a week,

6)     He has resigned,

7)     He has died.”

2. The powers of a member of the council can be terminated before the term by the decision made by the majority of the council members, if he has been absent for more than a half of meetings or votes of the council or a half of the meetings of the commission during a regular session for an illegitimate reason.
