On February 15, hearings will be held in parliament on switching to 100% proportional representation in the National Assembly. Stepan Safaryan, the leader of the Heritage faction, informed Aravot.am about that. Davit Harutyunyan, the head of the parliament standing committee on state and legal issues, stated about making such a decision during the committee meeting today.
“He stated that the offer of the Armenian Revolutionary Federation (ARF), Prosperous Armenia Party (PAP) and Heritage factions about holding hearings on that issue had been accepted. Davit Harutyunyan said that Speaker of the National Assembly Samvel Nikoyan, whom the three factions had applied to with such an offer, passed a letter to the state and legal committee”, said Stepan Safaryan. Discussions were not held in the committee on this issue, the procedure of the hearings was arranged instead – i.e. there will be two reporters from the ARF and Heritage factions, who will represent their position on this issue within 10 minutes, one report will be made by the Cabinet or supervising committee, there will also be final speeches.
As for the bill of the ARF and Heritage Party on switching to 100% proportional representation, by which it is offered to make respective amendments to the Electoral Code and a set of other laws, according to the faction leader, it couldn’t be discussed at the committee, because the Cabinet has not discussed the offered package of bills and hasn’t made a conclusion yet. According to Stepan Safaryan, the decision on discussing that issue during the plenary meeting of the National Assembly will be made before the next four-day session. “By that time both the term for putting the bill on the agenda will have been over and the Cabinet will have made its conclusion and the supervising committee will be obliged to express its opinion on the bill”, explained the Heritage faction leader, adding that even in case of negative conclusion, it will be put on the agenda, in the last resort as a burning issue.
