In his speech at the party congress, Heritage Party leader Raffi Hovhannisian talked about the establishment’s assessment of switching to 100% proportional representation and against that background, the provision of the Electoral Code, according to which, citizens of the Republic of Armenia are deprived of their right to vote and diplomats, on the other hand, can vote via email. “A man is either a citizen or a noncitizen and what does it mean and what a disregard for one’s own Constitution and sovereignty, when a citizen in a foreign country cannot exercise the right to vote and to visit the embassy of the Republic of Armenia, which is the sovereign territory of the Republic of Armenia, and vote there? Who speaks of an unconstitutional initiative or restrictions? What a discrimination this is! We all know what the votes of those hundreds of thousands who will not vote will be used for afterwards,” stated Raffi Hovhannisian.
