Yesterday the nominations for the 7th electoral district caused a lot of debate on Facebook. It raises doubts, in particular, how it turned out that Nikol Pashinyan had submitted his papers by 5:20 p.m., left and no one had been nominated except for Samvel Alexanyan and non-partisan Vardan Vardanyan and within the last 40 minutes Raffi Hovhannisyan managed to be nominated. It was also discussed how he had managed to prepare his papers with lightening speed and such things. Today, during a conversation with www.aravot.am, head of the Central Electoral Commission (CEC) Tigran Mukuchyan explained that preparing the documents was not a difficult thing to do and they could have prepared them in advance and bring them at any moment, before the fixed time, as Raffi Hovhannisyan had done, “All this time, the CEC has always summarized the information of the given day at 6 p.m., the whole information was posted on the website. There were other candidates nominated before Nikol Pashinyan and he was not the first to submit papers to that electoral district. If I am not mistaken, 1-2 candidates were mentioned on the website for only 2-3 days. Yesterday Raffi Hovhannisyan was nominated. Why they preferred to submit the papers on the last day, I think it is their right, they can do as they like. As for how they managed to get the certificates and to submit, the problem is that a person can take a certificate at every moment. There is a fixed time, a person can prepare the documents in advance and bring them when he likes, no one can force a person to bring them earlier. Let’s take into consideration that Mr. Hovhannisyan submitted also documents for proportional representation and was nominated. In this instance, basically the same documents are prepared and the person had those documents, he had prepared them.”
