If They Blame for Making Up Again, the Central Electoral Commission (CEC) Will Have a Real Response

March 23,2012 17:31

Today, during a forum organized by the Attorney General’s Office on the topic Toward Free and Fair Elections, head of the CEC Tigran Mukuchyan assured that there would really be a free and fair election, because there had been made substantial and fundamental amendments to the Electoral Code.

During a conversation with www.aravot.am, in response to our question whether he thought amendments to the legislation were enough to state that we would have a better election this year, he said, “Certainly, no, it lets us note that big preparatory work has been done so far and will continue being done. Provisions of the Electoral Code should be fully enforced. There is no need to speak of will. The whole work that has been done so far lets us surely say that the Electoral Code will be fully enforced.”

In response to our observation that the worst law in case of being enforced is more efficient than a good law in the hands of a bad enforcer, Mr. Mukuchyan assured, “We have both a good law and a good enforcer, which are employed to fully enforce the law.”

In response to our question whether he didn’t think there would be the same accusation after this election, which had been made after every election that the CEC had made up the numbers, the head of the CEC said that no one could think from the beginning whether there would be such an accusation or not, “Because we don’t know who will blame, because there can always be someone who is displeased with everything and if there are such accusations, I am convinced the CEC will have a real response to any such accusation.”

In response to our question whether the CEC was ready to make public the real results, if the establishment did not register the result it expected, he claimed, “The results were always published as they were. Always!”
