Parties Have Marked MPs, Who Have Been the Most Absent, “Present,” Taking off the List the Active Ones

The Heritage Party didn’t take into consideration at all the contribution, the activity and the work done by the MPs in the past few years, while drawing up the list. The research conducted by www.parliamentmonitoring.am testifies to that, according to which the Heritage Party and the Armenian Revolutionary Federation (ARF) MPs have been basically the most active and have made the most speeches. Larisa Alaverdyan, who has been the most active among her colleagues, is only in the 41st place on the Heritage Party list. Armen Martirosyan, who is in the third place of the top ten MPs who have made the most speeches and have asked the most questions, is in the 16th place and people have already been saying good bye to him in the National Assembly. Faction leader Styopa Safaryan, who is one of the leaders among the most active, is in the 8th place, whereas Tevan Poghosyan is in front of him. Anahit Bakhshyan, who has voted nay the most, is in the 14th place.

According to the results of the monitoring, the ARF MPs that have stood out for their activity are Artsvik Minasyan, Ara Nranyan and Lilit Galstyan. In Mr. Minasyan’s case, it seems to be appreciated, he is in quite a favorable, fifth place on the list and the other active colleagues are in the 12th and 20th places. They have also made the top ten MPs who have voted nay the most. However, Karen Vardanyan, who has made the top ten MPs, who have been absent from the National Assembly meetings the most during the past 5 years, and has even outrun Samvel Alexanyan with the number of his absences, is not on the ARF list, but another Karen, the owner of Armenia-Lada, businessman Shahmuradyan, is on the list instead of him. The party has decided to vote nay on including Hrayr Karapetyan, who has stood out in the parliament during these years for his nay votes, in the list for proportional representation. As opposed to him, Mikayel Manukyan, who is also one of the leaders in voting nay, is in the 9th place on the list. Alvard Petrosyan and Ashot Apoyan have been the most absent among the ARF MPs. In Ms. Petrosyan’s case, she explained that she had health problems and that it was the reason why she didn’t want to participate in the election. And in Ashot Apoyan’s case, it seems the absences were fatal – he has been marked absent on the ARF list too.

Prosperous Armenia Party (PAP) leader Gagik Tsarukyan, who is in the first place of the party list, is one of the MPs, who have been the most absent. Vachagan Khurshudyan, who has stood out for active voting and for yea voting, in particular, is not on the 165-people list of the PAP at all. One of the most active MPs with his speeches and questions is Ernest Soghomyan, who is not on the PAP list either.

The most absent MPs among the PAP MPs – certainly, after Gagik Tsarukyan – are Mkhitar Harutyunyan and Murad Guloyan. The former is in the 39th place on the list for proportional representation and the latter can be absent from the parliament with clear conscience in the next 5 years too.

No matter how active Naira Zohrabyan is in the social life, compared to the other PAP MPs she has also been absent much, although she is in the 6th place on the list.

Only Hovhannes Margaryan among the Rule of Law Party (RLP) MPs has stood out for activity – he is the eighth among the MPs, who have made the most speeches and have asked the most questions in the whole parliament. However, he is the 12th inside his party and on the party’s list for proportional representation.

Harutyun Pambukchyan has been the most absent among the Republican Party of Armenia (RPA) MPs and has not been included in the list for proportional representation. Levon Sarsgyan and Tigran Arzakantsyan are those among the absentees, who have not been included. However, this doesn’t mean that the RPA pays much attention to absences. The next most absent MP is Ruben Hayrapetyan, who has convened a farewell press conference about resigning the office, but the RPA has decided that even his absence is necessary for the parliament and has placed him in the 152nd place on the list. And Samvel Alexanyan, who is in the last place on the top ten absent MPs’ list, has appeared in the 159th place.

Generally the RPA MPs, according to www.parliamentmonitoring.am, have been active not in making speeches, but in voting, moreover, in yea voting. Galust Sahakyan has beaten records in that regard. He has appeared in the 7th place on the list for proportional representation losing to Samvel Nikoyan. Other MPs, who have pushed the yea button the most, Gagik Melikyan (114), Karine Achemyan (21), Razmik Zohrabyan (8), Hrant Grigoryan (170), Gagik Minasyan (9) and Arayik Hovhannisyan (103), except for Armen Purtoyan, are also on the list.

The RPA has voted nay on Tigran Torosyan, who has voted nay the most in the past 5 years among the RPA MPs, and has not included him in the 253-people list.

And Rafik Petrosyan, one of the most active and exemplary RPA MPs and also one of the MPs, who have made the most speeches, is in the 119th place on the list.
