There is an article in the ARF pre-election program – they promise to give an apartment to parents that have 5 and more children. In response to our observation whether they wanted to help also Samvel Alexanyan, Artsvik Minasyan, an ARF MP, said during a conversation with www.aravot.am, “If Samvel Aalexanyan needs an apartment, certainly, we will give, but there is a criterion, Samvel Alexanyan has to prove that he needs an apartment. Otherwise, we will not give an apartment to a mansion owner.” In response to an assumption that it was possible that Samvel Alexanyan did not have an apartment, according to documents, Mr. Minasyan said that there was the reality and they would consider not documents, but the reality, “There is another subtlety related to the income statement. Not only the man’s statement will be considered, but also the public’s opinion on who has what. These subtleties are in our program.”
We also inquired whether he didn’t think that making such generous promises in the program it was possible that people would not believe those many promises that they would increase everything twice or thrice, Artsvik Minasyan said, “There are not so many promises, we put forward a realistic and complex program. We mentioned all areas and went into detail what Armenia we expect and using which resources. These are not just promises, this is an offer to every citizen to participate in implementing this program.” Mr. Minasyan assured that they wanted to come to power not to pursue their group interest, but to involve other citizens in the government, “If citizen thinks that it is too generous to make his minimum wage 63 thousand AMD or to create 200 thousand workplaces, or to increase the agricultural subsidies to 60 billion, to live well, if citizen thinks it is extravagant, perhaps you are right. However, I think that every citizen has the right to live better. Our program is not extravagant, it is the least we can create in this country.”
The ARF also offers serious reforms in the judicial system, in order that, for example, there are different schemes for appointing and discharging judges, “When one is appointed a judge these days, when the head of the Cabinet or the state appoints a judge and he has the right to discharge the judge, the judge is fully dependent on him. We propose that there are parliamentary hearings before discharging judges, the opinion of the legislature is taken into account and that the public is also aware. Or people are included in the lists of judges and prosecutors for years, the appointers obviously have some expectations in the form of bribe to make appointments. We think that it is unacceptable. A man must not be on the list for more than one year, he should be appointed.”
