Levon Ter-Petrossian, the ANC leader and the first president of the Republic of Armenia, promised during a rally that took place last week in Freedom Square that when they entered the parliament and won a majority, they would raise the issue of Serzh Sargsyan’s resignation at the first meeting and added, “If we don’t win a majority, but there are strong opposition groups standing by us, we will raise that issue again. If it doesn’t happen, the presidential election is soon, we will turn the parliament into a springboard for solving the issue in the presidential election.” The ANC leader also stated that they would hold every minister, the Prime Minister and the President accountable day and night, “the Chief of Police, the Attorney General will not leave the parliament, they will be barraged with our questions day and night.”
Armen Martirosyan, a member of the Heritage Party parliamentary group, talking about that statement during a conversation with www.aravot.am, asserted that the ANC leader changed his mottos every month, “At first, he stated that no victim would be required, but him, then he decided that rallies should be ceased, in order not to impede the negotiations on the Karabakh issue, although it came out from WikiLeaks that it was just a trick to send people home and to start negotiations with the government. The ANC declared the mayoral election the second round of the presidential election, but when the Heritage Party refused to participate in the election struggle, in order not to eliminate the opposition votes, the ANC refused its commissions and as a result there are no opposition representatives in Yerevan Municipal Council today. Now it is stated again that they enter the parliament to impeach the president, if they don’t manage… for the ANC, after one round a new round starts, which has nothing to do with the previous one, but it is for them to decide.”
As for holding accountable members of the Cabinet and the Chief of Police or the Attorney General in particular, MP Martirosyan asserted that according to the law, the members of the Cabinet made a report to the National Assembly themselves, including the questions and answers with MPs on Wednesday of every four-day session. He reminded that the National Assembly rules also provided for the procedure of making a report or a special report by the Attorney General. “Heads of the law-enforcement bodies must not make a report to the parliament, except for the cases, when a separate and special decision is made to invite them to make a report, for which, however, one should be, at least, a majority,” explained Martirosyan, in response to our question, adding also that he didn’t know whether this was another populist statement or was to attract voters. “I just know that the Heritage Party has a specific project and it advances in that direction,” said Martirosyan, uttering casually that the ANC was copying the Heritage Party motto these days and made statements in the spirit of “We are coming.”
