Hmayak Hovhannisyan, the president of the Union of Political Scientists and a candidate for MP on the PAP list for proportional representation, talking about the possibility of cooperation between the ANC, the PAP and the ARF in the new convocation of the parliament, at the request of www.aravot.am, considered it as more than realistic, “At least, cooperation in terms of fundamentally reforming the electoral legislation and changing the faulty electoral system in the country and establishing a mechanism of holding really democratic elections should certainly continue in the National Assembly, because a strong foundation of that was laid in the framework of the joint staff, where the cooperation on that was efficient.”
As for forming a coalition between the RPA and the PAP, he expressed the following idea, “I think that one should have rejected the coalition format that was an end in itself long ago. Coalition – and it was also said during hearings in the framework of the staff, at which Galust Sahakyan from the RPA was also present – should be a logical consequence of the election results and should reflect the real allocation of forces. But since as a result of this election, the real allocation of forces was not reflected and will not be reflected in the parliament, forming a coalition becomes an end in itself once again and it cannot be efficient as a government mechanism of the country at all. As for concrete options and which political configuration will be outlined in the new parliament, we can make judgments about that in the near future, when the first session of the National Assembly is convened.”
